4-Term Democratic Party Assemblyman Song Hyeong-gon Elected as Candidate for Chairman of the Inaugural Jeonnam-Gwangju Integrated Metropolitan Council
Secured 65 Votes, Defeating Assemblyman Jeon Gyeong-seon... Cho Seok-ho and Kim Mun-su to be Vice-Chairmen, Shin Min-ho to be Chairman of the Steering Committee. Assemblyman-elect Song: "Approach the Main Office Building Issue Cautiously After Public Discussion... Complete Re-examination of the City Council Remodeling."
(Break News Gwangju·Jeonnam) Reporter Lee Hak-su = Song Hyeong-gon (pictured, Goheung 1), a four-term member of the Democratic Party, has been elected as the candidate for Chairman to lead the first half of the inaugural Jeonnam-Gwangju Integrated Metropolitan Council.
On the 23rd, the Democratic Party's Election Management Committee for the Jeonnam-Gwangju Integrated Metropolitan Council held an election to select the candidate for the inaugural chairman of the integrated council at the main hall of the Jeonnam Provincial Council. As a result of the vote, Assemblyman-elect Song secured a total of 65 votes, comfortably defeating 3-term Assemblyman Jeon Gyeong-seon (Mokpo 5), who received only 17 votes, to claim the honor of election.
Along with this, the lineup of key leadership and floor leaders to lead the integrated council has also been finalized. Three-term Assemblyman Cho Seok-ho (Buk-gu 3) was elected as Vice-Chairman representing the Gwangju region, and three-term Assemblyman Kim Moon-soo (Sinan 1) was elected as Vice-Chairman representing the Jeonnam region. Additionally, three-term Assemblyman Shin Min-ho (Suncheon 6) was named Chairperson of the Steering Committee to oversee council operations, and three-term Assemblyman Kang Moon-sung (Yeosu 3) was named Floor Leader of the Democratic Party.
In a media interview held immediately after his election, Assemblyman-elect Song Hyung-gon presented a cautious approach to the "main government building issue," the region's biggest pending issue.
Assemblyman-elect Song stated, "The main government building issue is likely the one of the most pressing concerns for citizens and the media," he added, "When considering the collective views of Special City Mayor-elect Min Hyung-bae and the assemblymen, we are maintaining the principle of 'using all three buildings equally,' which remains unchanged from the very beginning." He continued, "The remaining challenge is how to efficiently utilize the three dispersed government buildings," and predicted, "Since a decision must be made after gathering opinions from academic experts, council members, and citizens, and undergoing sufficient public deliberation processes such as forums and public hearings, it appears that it will take a considerable amount of time."
Regarding the remodeling project for the main assembly hall currently being pursued by the Gwangju City Council, he expressed a strong determination to "comprehensively re-examine it after taking office." The intention is to save taxpayers' money by making the most of existing facilities.
He pointed out, "Council members must play a role in monitoring and checking whether citizens' tax money is being used efficiently," and criticized, "It does not make sense to spend a massive budget to build a new council building simply because the current one is somewhat inconvenient for council members."
He added, "I will thoroughly review the council facilities currently held by Jeonnam and Gwangju to find a way to achieve maximum effect with minimum cost," noting, "In that regard, utilizing the existing Jeonnam Provincial Council is the most realistic option." Given that this project was previously suspended due to opposition from the Jeonnam Provincial Council, his stance is to prevent massive budget waste in principle by first verifying whether it has entered the actual implementation phase.
Amidst the current political landscape where the ruling party holds a majority and the opposition is in the minority, he showed an open attitude regarding cooperation with minority parties. Representative-elect Song stated, "Although the Democratic Party holds an absolute majority of seats, minority parties are also partners who have entered the Assembly through the citizens' choice," adding, "I will actively reflect acceptable opinions in my legislative activities."
However, he drew a clear line regarding the "relaxation of criteria for forming parliamentary negotiating groups," which the Progressive Party and the Cho Kuk Innovation Party have consistently demanded. He clarified his position, stating, "That issue is not something the Speaker can decide unilaterally," and adding, "Since a conclusion was already reached after group discussions and in-depth deliberations at the Democratic Party's general assembly of lawmakers, it is inappropriate for the Speaker to make a unilateral promise." Finally, Mayor-elect Song expressed his aspirations, stating, "A heavy sense of responsibility overwhelms me rather than the joy of being elected," and adding, "I will do my utmost to build a successful Jeonnam-Gwangju Special City together with the 3.2 million citizens of the special city, and to ensure our region firmly establishes itself as the central axis of the southern region of South Korea."
Meanwhile, the 1st Jeonnam-Gwangju Integrated Special City Council is scheduled to hold its first extraordinary session on July 1 and officially launch. At the first plenary session held on that day, the council will elect a Speaker, two Deputy Speakers, and chairpersons for 11 standing committees to lead the council during the first half of the term, complete the assignment of standing committees, and set sail for full-scale legislative activities.
