The Gyeongnam Education Development Research Group, a research group of Gyeongsangnam-do Provincial Council members, has launched full-scale discussions on institutional improvements by presenting specific policy directions for lifelong learning for the elderly to address the challenges of a super-aged society.

On the 22nd, the group held a final report meeting for its policy research project and unveiled the "Plan to Revitalize Lifelong Learning for the Elderly in Gyeongnam." This research was conducted as part of a policy design initiative to respond to the structural changes in the aging population, which have been rapidly increasing since Gyeongnam entered a super-aged society in 2023.

The study results analyzed that Gyeongnam is relatively stable in terms of accessibility, with a certain level of institutional foundation established, such as lifelong education vouchers and age-friendly education programs, and 84.6% of all programs operating free of charge. However, a limitation was identified: the structural widening of the gap with county-level regions, as educational infrastructure and programs are concentrated in certain city areas like Changwon. In reality, while Changwon boasts 56 lifelong education institutions, some rural areas remain at the level of just three; similarly, programs targeting the elderly show a distinct imbalance, with urban areas accounting for 91.6% and rural areas only 8.4%.

The research team identified resolving these disparities as a core task and proposed policy directions including: restructuring the inter-regional lifelong learning system; expanding demand-driven, customized programs; establishing a virtuous cycle linking learning with employment and social participation; improving educational infrastructure; and strengthening regional cooperative governance. In particular, practical implementation strategies applicable in the field were also presented, such as "mobile lifelong learning" tailored to accessibility in rural and fishing villages, training senior instructors, and operating intergenerational mentor groups.

During the discussion held following the briefing, participants discussed the feasibility of incorporating the research findings into policy and future legislative tasks.

Park Dong-cheol, President of the Gyeongnam Education Development Research Association, emphasized the role of lifelong learning in a super-aged society and clearly expressed his commitment to follow-up monitoring to ensure policy implementation. Meanwhile, the research group includes Assembly members Park Dong-cheol, Jung Hee-sung, Kwon Won-man, Jeon Hyun-sook, Jung Soo-man, and Heo Yong-bok, and is continuously conducting policy research in the field of education.
