Hwasun County Forms ‘Emergency Response Committee TF’ to Respond to Dongbok Dam Height Reduction… Seeking Public-Private Co-prosperity
TF Launched with Deputy County Head Lee Ho-beom as Head and Participation from 7 Departments Across 4 Fields - Demands for Practical Support Measures Including Resident Damage Compensation and the Creation of a Semiconductor Hinterland Industrial Complex - Continued Consultations with the Government and Local Governments Through the Expansion of the Public-Private Joint TF
(Hwasun = Break News) Reporter Lee Hak-su = Hwasun County, part of the Integrated Special City of Gwangju-Jeonnam, has embarked on full-scale efforts to secure resident acceptance and devise measures for regional co-prosperity in response to the Ministry of Climate, Energy and Environment’s announcement to proceed with the height reduction of the Dongbok Dam.
Hwasun County announced on the 20th that it formed the ‘Dongbok Dam Height Reduction Emergency Response Committee TF Team,’ headed by Deputy County Head Lee Ho-beom, immediately after the government's announcement on June 30, and held a total of three meetings up until the 19th. The current task force team comprises seven departments across four sectors and is conducting in-depth discussions on sector-specific issues, including resident damage and response measures, policies and trends, tourism and culture, and facilities and the environment.
In addition, the "Dongbok Dam Joint Countermeasures Committee," composed of local resident representatives (co-chairs Park Heung-hwan and Oh Byeong-sik), is also actively raising its voice. Aiming for mutual development rather than simply opposing the dam's height increase, the committee has demanded the resolution of the imbalance between benefits and damages resulting from the dam's construction and height increase. In particular, they strongly requested the payment of fair and substantial compensation commensurate with the sacrifices made by local residents, going beyond mere statutory support projects.
Based on these demands from residents, the Hwasun County Emergency Countermeasures Committee task force team is also continuing confidential consultations with the central government and the Jeonnam-Gwangju Integrated Special City.
At a recent meeting, participants expressed various opinions regarding the establishment of support measures that residents can directly experience and plans for regional development. Furthermore, they agreed on the necessity of expanding the task force into an "external task force" involving both the public and private sectors to gather broader resident opinions and devise concrete countermeasures.
Lee Hyun-seok, Director of the Water and Sewerage Business Office of Hwasun County, emphasized, "Since the raising of the Dongbok Dam is being pursued to secure water resources for the construction of the Southwest Semiconductor Industrial Complex, securing the full understanding, empathy, and acceptance of residents in the submerged areas is our top priority." He added, "We will certainly devise win-win measures to provide practical support and drive regional development, ensuring that the sacrifices of local residents do not once again result in a unilateral burden."
He continued, "We will actively seek regional development strategies, such as the creation of a semiconductor hinterland industrial complex, to enable Hwasun County—which is facing population decline and the crisis of regional extinction—to solidify a new foundation for growth through this raising of the Dongbok Dam."
Meanwhile, Hwasun County plans to proceed with the full-scale formation of a joint public-private task force and maintain continuous communication with the Dongbok Dam Joint Countermeasures Committee. At the same time, we plan to gradually implement response measures through consultations with the government and relevant local governments to enhance resident acceptance and promote regional co-prosperity.
