South Jeolla Province Accepts Applications for ‘2026 Fishermen Direct Payment’… Annual Payment of 1.3 Million Won to be Paid in December

Applications Available Until July 31 at Administrative Welfare Centers in Eup, Myeon, and Dong territories with Competent Ports of Registry Eligible for Korean Nationals with At least 6 Months of Onboard Service per Year… Income Requirements and Regulations Prohibiting Duplicate Receipts Must Be Checked

(Muan = Break News) Reporter Lee Hak-su = South Jeolla Province is officially accepting applications for the ‘2026 Fishermen Direct Payment’ to stabilize the income of fishermen, who are key personnel in the fishing industry, and to enhance the public value of fishing villages.

South Jeolla Province announced that it will accept applications for the 2026 Fishermen Public Interest Direct Payment through the Administrative Welfare Centers in its jurisdiction until July 31.

The Fishermen Direct Payment System is a program introduced to promote the public functions of the fisheries industry and fishing villages, such as safeguarding maritime territory and protecting marine resources, and to help stabilize the income of fishermen facing difficulties due to changes in internal and external conditions. Domestic fishermen who meet the requirements will receive an annual payment of 1.3 million won.

Eligible applicants are domestic fishermen who have maintained an employment relationship for at least six months during the year with a fishing vessel owner holding a fishing license as of the previous year (2025), or who have actually served on board a fishing vessel for at least six months. However, family members of the vessel owner or the vessel owner themselves are excluded from eligibility.

To receive the payment, strict income and duplicate receipt requirements must also be met. Total income excluding fishing must be less than 20 million won per year for individuals and less than 45 million won for households combined; duplicate applications by members of the same household are not permitted.

Furthermore, if a recipient has received any of the following this year—including the Disadvantaged Area Direct Payment or Small-Scale Fishery Direct Payment in the fisheries sector, as well as the Basic Direct Payment in the agriculture, forestry, or forestry sectors—the Fisherman Direct Payment cannot be received concurrently. Applications can be submitted at the Eup, Myeon, or Dong Administrative Welfare Center that has jurisdiction over the port of registry of the fishing vessel. If the applicant is unable to visit in person due to long-term fishing operations or being on board, convenience is provided to allow the vessel owner or a household member to apply on their behalf by attaching a power of attorney.

The documents required for submission include the application form along with materials that objectively prove the fact of boarding, such as a confirmation of crew member's boarding status and an employment contract. Additionally, other administrative documents required for eligibility verification may be omitted if the applicant consents to the joint use of administrative information, thereby reducing the burden of document preparation.

Once the application period closes at the end of July, Jeonnam Province plans to finalize the recipients this coming November following statutory compliance checks, including eligibility verification and completion of mandatory training. The province intends to disburse the full amount of direct payments in December of this year. Last year, approximately 1.5 billion won in direct payments was distributed to a total of 1,167 fishing crew members in the Jeonnam region.
