Accelerating Amendments to the ‘Special Act on the Establishment of the Integrated Jeonnam-Gwangju Special City’… Gathering Opinions from Various Sectors Until the 31st
Aiming to Propose Bill to the National Assembly by Year-End by Incorporating Voices from Citizens, Experts, and Local Governments; Focusing on Strengthening Autonomy and Financial Authority and Identifying Special Provisions to Foster Future Growth Industries
(Break News Jeonnam-Gwangju) Reporter Lee Hak-su = The Integrated Jeonnam-Gwangju Special City has set out to lay a full-scale legal foundation to secure substantive authority as a super-regional hub city.
The Integrated Jeonnam-Gwangju Special City announced that it will widely gather diverse opinions from all walks of life, including citizens, experts in various fields, and cities, counties, and districts, until the 31st to draft an amendment to the ‘Special Act on the Establishment of the Integrated Jeonnam-Gwangju Special City.’
This opinion gathering initiative is being pursued to secure strong autonomy and financial authority befitting the status of the Integrated Special City and to supplement key special provisions tailored to local conditions. In particular, the plan is to directly identify amendment tasks on-site that are directly linked to improving the quality of life for residents and revitalizing the local economy.
Any citizen interested in the development of the Integrated Special City is welcome to participate. Opinions can be submitted via the ‘Opinion Board for the Amendment of the Special Act on the Establishment of Jeonnam-Gwangju Integrated Special City,’ which is accessible through a pop-up window on the main page of the Jeonnam-Gwangju Integrated Special City website.
Through this opinion gathering process, the Integrated Special City plans to focus on identifying areas such as: ▲ enhancing its status as a core axis of balanced national development; ▲ improving systems to strengthen autonomy; ▲ securing administrative and financial support from the state and the effective transfer of authority; ▲ laying the foundation for fostering future growth industries like semiconductors and energy; and ▲ implementing special provisions closely related to daily life, such as welfare, culture, and transportation.
The collected citizen opinions and tasks identified by the local government will undergo a thorough review process by the ‘Special Act Amendment Task Force (TF),’ which involves relevant departments and bureaus, the City Council, and the Jeonnam-Gwangju Research Institute. Subsequently, to enhance the completeness of the amendment, a forum will be held with the participation of expert organizations such as the National Assembly Research Service, the Korea Institute of Local Administration, the Korea Legislation Research Institute, and the Korean Association for Governance Studies to review the legislative direction and build internal and external consensus.
Once the draft amendment to the Special Act takes shape, public briefings will be held by sector to enhance acceptance, while full-scale consultations with the relevant central ministries for each special provision will commence. The strategy is to maximize legislative response capabilities and persuade central ministries by forming alliances with other Special Self-Governing Cities and Provinces that have already been established, such as Jeju, Gangwon, and Jeonbuk, if necessary.
An official from the Jeonnam-Gwangju Special Self-Governing City stated, "We will finalize an effective amendment to the Special Act by incorporating the vivid voices of citizens and experts," adding, "We plan to complete the bill's submission to the National Assembly without any setbacks by the end of this year following multifaceted opinion gathering and consultations with ministries."
