Jeonnam-Gwangju Integrated Special City Completes Legislative Reorganization… Promulgates ‘453 Local Ordinances’ and Launches in Earnest

Simultaneous Issuance of Ordinances and Rules Coinciding with July 1 Launch… Minimizing Administrative Gaps and Citizen Inconvenience - ‘Ordinance No. 1’ is the Ordinance on Support for Strategic Semiconductor Investment… Mayor Min Hyung-bae Shows Strong Will to “Foster High-Tech Future Industries” - Remaining 1,847 Regulations to be Reorganized in Phases… Transitional Provisions Established to Maintain Existing Administrative Procedures

(Break News Jeonnam-Gwangju) Reporter Lee Hak-su = Jeonnam-Gwangju Integrated Special City has entered a full-scale integrated administrative system by promulgating and issuing 453 integrated local ordinances and administrative rules simultaneously with its official launch on July 1.

The regulations reorganized this time total 453 items, including 333 local ordinances (including 256 ordinances and 77 rules) and 120 administrative rules (encompassing 90 directives and 30 precedents). The Integrated Special City has prioritized the enactment of essential ordinances requiring urgent implementation to prevent administrative vacuums resulting from the merger of the two cities and provinces and to minimize inconvenience to citizens.

In particular, "Ordinance Promulgation No. 1," which embodies the symbolism of the Integrated Special City, was designated as the "Ordinance on Support for Global Semiconductor Strategic Investment in the Integrated Jeonnam-Gwangju Special City."

Enacted in alignment with the government's policy of expanding core high-tech industries to the provinces and diversifying strategic industries, this ordinance includes provisions for establishing policies to smoothly attract global semiconductor investment, setting up a committee, and providing one-stop corporate support. This is interpreted as a reflection of the strong determination of Min Hyeong-bae, the first Mayor of the Integrated Special City, to foster advanced future industries, such as semiconductors and artificial intelligence (AI), as the city's core growth engines.

Previously, Gwangju Metropolitan City and Jeollanam-do have followed thorough legal procedures since last March, starting with a comprehensive survey of local ordinances, followed by the establishment of a revision implementation plan, joint deliberation on the merger proposal, legislative notice, and legal review. In particular, close preliminary consultations were completed by holding two preliminary meetings with elected council members and two meetings of the agenda consultative body to ensure the smooth deliberation and resolution of agenda items immediately upon the opening of the Integrated Special City Council on July 1.

The Integrated Special City plans to prepare a phased integration plan for the remaining 1,847 autonomous ordinances and administrative rules requiring further adjustments—such as those concerning the scope of citizen benefits, financial burden sharing, and disaster safety regulations—through sufficient future consultations.

Ordinances and rules that have not yet been integrated will remain in effect, limited to the regions where they previously applied (Gwangju or Jeonnam), until new integrated laws are established, in accordance with transitional provisions such as Article 10 of the Addenda to the "Special Act on the Establishment of the Integrated Special City of Jeonnam and Gwangju." Internal directives and established regulations were also maintained through separate transitional provisions to preserve existing administrative standards and procedures, thereby preventing any potential confusion. Choi Seon-young, the Legal Affairs Officer for the Integrated Special City, stated, “To ensure the stable operation of the Integrated Special City, we will proceed with the remaining tasks of revising local ordinances in stages without any setbacks,” adding, “We will complete a perfect legal foundation for integrated administration so that citizens do not experience even the slightest inconvenience in their daily lives.”
