Countdown to the Launch of the Integrated Jeonnam-Gwangju Special City… Acceleration of Comprehensive Overhauls in Areas Closely Related to Residents' Lives

Briefing session held in Jangheung on the 13th for officials from 22 cities and counties - Discussion on transition of resident registration address system and intensive overhaul of handwritten seal registers - Temporary suspension of some civil service applications, including ‘Government 24,’ starting the evening of June 30

(Muan = Break News) Reporter Lee Hak-su = Ahead of the launch of the ‘Jeonnam-Gwangju Integrated Special City’ on July 1, Jeollanam-do Province has embarked on a final inspection to prevent confusion among residents and ensure the stability of administrative services.

On the 13th, Jeollanam-do Province held a ‘Briefing Session on Overhauls in Areas Closely Related to Residents’ Lives in Preparation for the Launch of the Integrated Special City’ for officials from 22 cities and counties at the Injae Hall of the Jeonnam Fire Academy in Jangheung. This session was organized to deliver specific guidelines regarding the overhaul of resident registration, seals, local ordinances, and information systems—issues that residents will immediately experience in their daily lives following the integration.

The most significant change is the transition of the address system. With the launch of the Integrated Special City, the resident registration addresses of all city and provincial residents will be automatically updated to "Jeonnam-Gwangju Integrated Special City."

Accordingly, Jeonnam Province will carry out work to change address codes in resident registration records and reflect them in the integrated administrative system from 6:00 PM on June 30 to 5:00 AM on July 1. During this period, access to major public civil services, such as "Government 24" and unmanned civil service kiosks, is scheduled to be temporarily restricted, so residents are advised to check in advance.

The maintenance of basic data to enhance administrative credibility will also be carried out in parallel. Jeonnam Province has designated the 60 days following the launch of the integration as the "Intensive Maintenance Period for Handwritten Seal Registers." To this end, the province plans to secure personnel costs for 79 maintenance support staff across 22 cities and counties using reserve funds and disburse them in May; each city and county will establish its own hiring plans and begin full-scale maintenance starting July 1.

The most significant change is the transition of the address system. In addition, local ordinances and regulations, including city and county ordinances and rules that include the existing name "Jeollanam-do," will be comprehensively revised. Cities and counties are currently establishing phased revision plans based on a full survey of their regulations, and the Integrated Special City plans to fill any administrative gaps by sequentially notifying cities and counties of the newly revised and promulgated regulations following its launch.

Jeollanam-do plans to ensure thorough system checks so that civil services can resume promptly after the data conversion process, while also strengthening advance publicity to minimize confusion among residents.

Kang Mi-seon, the Integration Support Officer at the Jeonnam-Gwangju Administrative Integration Working Group, stated, "Our top priority is to ensure that residents can enjoy smooth administrative services just as before, even after the launch of the Integrated Special City." She added, "We will make thorough preparations to ensure that all civil services are provided without interruption, not only in the areas discussed at the briefing session."
