[Interview] Kim Hae-bareun, Seocho District Council Candidate: “Yangjae and Naegok Elevated to 3-Member Districts... ‘Urban Design’ Experts Needed”
A 34-year native of Seocho and father of a 5-year-old daughter… “In our neighborhood with a growing population, one of the three representatives must be an infrastructure or IT expert.”
For the local elections to be held on June 3, Seocho District’s Ma electoral district (Yangjae 1-dong, Yangjae 2-dong, and Naegok-dong) has been elevated from a two-member district to a three-member district, driven by continuous population influx and development. As the neighborhood grows in size and local issues become more complex, voters are demanding the emergence of experts with fresh perspectives, in addition to the familiar, locally-focused politicians.
At the center of these changes stands Kim Hae-bareun, the People Power Party candidate No. 2-A. Candidate Kim, born in 1985, has served as a manager at KT, a member of the Youth Planning Committee of the Presidential Transition Committee, and a policy advisor to the Minister of Land, Infrastructure and Transport. Currently, he serves as a non-executive director at the Korea Transportation Safety Authority and a deputy spokesperson for the People Power Party. As a "Seocho dad" who grew up in Seocho for 34 years and is now raising a five-year-old daughter, we met him at his election office on the 23rd. He pledged to break the outdated practices of the constituency and bring smart innovation.
The following is a Q&A with Candidate Kim Hae-bareun.
- Your diverse background stands out, having served as a deputy spokesperson for the central party and a policy advisor to the Minister of Land, Infrastructure and Transport. What is your reason for running for district councilor rather than pursuing central politics?
▲ Even massive national policies are nothing more than an empty echo if they do not ultimately lead to changes in the alleyways in front of one's own home. While central politics sets the overall direction of the Republic of Korea, it is the local council members who hold the authority to enact ordinances, deliberate on budgets, and conduct administrative audits to keep the district office in check—the most powerful tools for substantially changing the lives of residents.
The Yangjae 1 and 2-dongs and Naegok-dong, where I am running, account for 55% of the total area of Seocho-gu. In particular, due to continuous population growth, this is the most dynamically changing area in our district, to the extent that it has been expanded into a three-member electoral district this time. Given the vast area and growing population, there is a mountain of major pending issues, such as the expansion of public transportation networks and the establishment of living infrastructure.
These problems cannot be solved simply by conveying complaints to the district office. We need "practical experts" who can sharply analyze the district office's budget of nearly 1 trillion won to allocate funds where they are needed, thoroughly scrutinize outdated, conventional administrative practices through audits, and untangle complex regulations by enacting customized ordinances perfectly suited to our neighborhood.
“My practical experience in planning policies and handling infrastructure projects at the Ministry of Land, Infrastructure and Transport and a major IT company (KT) will shine brightest on the stage of the District Council. I decided to run for District Councilor to demonstrate ‘real change’ that Seocho residents can experience, starting right in front of their own homes, by combining the policy perspective I gained at the central level with the strong legal authority of a local council member.” - The district has changed from a two-member to a three-member constituency. As the winning zone has expanded, competition among candidates is expected to be fierce. What is Candidate Kim's unique competitive edge?
▲ The fact that our district has been elevated to a three-member constituency means that the scale of the neighborhood and the quality of its current issues have completely changed. The familiarity of our multi-term incumbents, who have dedicated themselves to addressing long-standing local grievances, deserves to be respected. However, now that the stakes have risen, I believe that balanced development in Seocho is only possible if at least one of the three elected representatives is a "practical policy expert" capable of drawing a blueprint for our neighborhood's future.
Having served as a Youth Planning Committee member for the Presidential Transition Committee, a Policy Advisor to the Minister of Land, Infrastructure and Transport, and a Non-Executive Director at the Korea Transportation Safety Authority, I have personally experienced how the central government's laws and budget operate. While other candidates focus on daily life grievances, I, based on the practical experience I gained at the Ministry of Land, Infrastructure and Transport and a major IT conglomerate (KT), am capable of taking charge of major infrastructure projects and designing future AI cities. I consider myself the only candidate.
- What do you consider to be the most urgent pending issues and your key campaign pledges for the constituency?
▲ The most urgent core tasks are the "establishment of a new subway station in Umyeon-dong" and the "attraction of a general high school to Naegok-dong."
First of all, the traffic problems in Umyeon-dong have reached a level where they can no longer be neglected. While the government has announced plans to continue building public housing, it has failed to provide any essential transportation infrastructure. Even now, Umyeon-dong residents must endure a bus ride of over 15 minutes to reach Yangjae Station or Yangjae Citizens' Forest Station just to catch the subway. Given the current dire situation, a traffic crisis is inevitable once the number of houses increases. Instead of focusing solely on housing supply, we must install a subway station that runs through Umyeon-dong as quickly as possible to restore the "freedom to move" to the residents.
Furthermore, it makes no sense logically that there is not a single general high school in Naegok-dong, where thousands of households reside. Are they telling our children to leave the neighborhood once they graduate from middle school? Because there is no high school The current situation is dizzying, as our children are assigned to schools like Unnam High School and have to commute to and from school on bicycles along busy main roads where cars speed by. This goes beyond a simple educational issue; it is a matter directly linked to the safety and lives of our children. Establishing a high school in Naegok-dong is a top priority that cannot be delayed for even a moment for the future of Seocho.
- You have put forward "I will protect your property, your children" as the core slogan on your campaign materials and posters. What is the meaning behind this?
▲ It is the single promise I have placed at the forefront of my posters and materials. It is a firm pledge to protect the "property" honestly built by residents from excessive taxes and regulations driven by ideology. At the same time, as a father raising a five-year-old daughter, it is also a commitment to keep "our children" safest from the threats of crime or accidents. I will mobilize all the networks and technical knowledge I have accumulated at the Ministry of Land, Infrastructure and Transport, public institutions, and large corporations to safeguard the most precious values of Seocho residents with unwavering integrity.
- Finally, a message to the voters of Yangjae 1 & 2-dong and Naegok-dong. I ask for your support.
▲ The role of the government is not to teach or control citizens. The true reason for the existence of the state and local governments is to remove obstacles in their path so that citizens can fully unleash their potential and cultivate their own lives. Thirty-four years ago, I was a "Seocho child," and now I have become a "Seocho dad," designing the future of Seocho where our children will play. Our Yangjae and Naegok have expanded and been renewed, and now they require policy experts worthy of this transformation. I earnestly ask that you cast your precious vote for the development of our region in the upcoming local elections on June 3rd.
