당초 지원 대상은 17개 기업이었지만 3개 기업이 신청을 취소하면서 실제 지원은 14개 기업에 그쳤다. 기업 수 기준 목표 달성률은 82.4%지만 예산 집행률과는 35.8%포인트 차이가 났다.
박 의원은 이 같은 차이가 투자유치 성과를 기업 수만으로 평가하는 방식의 한계를 보여준다고 지적했다. 투자협약이 실제 착공과 설비투자, 신규 고용으로 이어지는지 사후 관리가 필요하다는 것이다.
박 의원은 “투자협약 체결을 성과로 발표하는 데 그쳐서는 안 된다”며 “협약 체결액과 실제 투자액을 구분하고 기업별 착공 여부와 고용실적까지 투명하게 공개해야 한다”고 주문했다.
이어 “지역에 실제 공장이 들어서고 일자리가 만들어지는지를 투자유치의 성과로 평가해야 한다”고 강조했다.
