Countdown to Launch of South Korea’s First Metropolitan Integration, ‘Jeonnam-Gwangju Integrated Special City’… Inspection Meeting Presided Over by Prime Minister Held

Meeting of Relevant Agencies Held in Naju Ahead of July 1st Launch… Prime Minister Kim Min-suk Vows “Strengthening Government Support” – Mayor-elect Min Hyung-bae Vows “Repay with Overwhelming Growth”… All-out Effort to Minimize Citizen Inconvenience Due to Temporary Suspension of Civil Service Complaints – Birth of a Megacity Ranking 3rd in Area and Population of 3.17 Million… Attention Focused on Lee Jae-myung Administration’s ‘5 Poles, 3 Specials’ Model for Balanced Development

(Break News Gwangju·Jeonnam) Reporter Lee Hak-su = South Korea’s first metropolitan integrated local government, the ‘Jeonnam-Gwangju Integrated Special City,’ has begun its final inspection ahead of its launch on July 1st. Jeollanam-do announced that on the 16th, it held a meeting of relevant agencies presided over by Prime Minister Kim Min-suk at the Bitgaram Innovation City Complex Culture and Sports Center in Naju to prepare for the launch of the "Jeonnam-Gwangju Integrated Special City," and conducted a comprehensive review of the overall preparation status.

The meeting was attended by Min Hyeong-bae, Mayor-elect of the Integrated Special City; Jeong Eun-seung, Chairperson of the Jeonnam-Gwangju-Daejeon Transition Planning Committee; Kim Dae-jung, Superintendent-elect of the Integrated Special City; and deputy heads and deputy superintendents of the city and province. On the government side, the First Deputy Minister of the Office for Government Policy Coordination, the Chief of Staff to the Prime Minister, the Vice Minister of Education, and the Vice Minister of the Interior and Safety were present to reaffirm their commitment to pan-governmental cooperation for the launch.

At the meeting, Prime Minister Kim Min-suk emphasized, "The successful launch of the Integrated Special City will serve as a model for all regions of Korea hoping for integration and as an important indicator for gauging the achievements of the government's local policies." He added, "We will spare no cooperation or support at the government level until the Integrated Special City grows into a true regional hub."

Min Hyeong-bae, the Mayor-elect of the Unified Special City, expressed his aspirations, stating, “The success of the Unified Special City holds the key to a new future for the Republic of Korea and the next path for regional development.” He added, “I will launch a government based on citizen sovereignty to achieve overwhelming growth and repay the citizens with tangible changes they can experience.”

On this day, Hwang Ki-yeon, the Administrative Vice Governor of Jeollanam-do, reported on the progress of projects by sector, including the reorganization of local ordinances and committees, the conversion of administrative information system data, the organization of public records, and the maintenance of signage.

In particular, as some online civil service applications—such as Government 24 and unmanned civil service kiosks—and civil office reception will be temporarily suspended during the administrative information system conversion process, the plan is to minimize inconvenience by conducting advance notices and intensive publicity campaigns targeting residents of the city and province as well as users nationwide.

To minimize the duration of service interruptions, core data conversion work will be concentrated from 6:00 PM on June 30 to 9:00 AM on July 1, preferably after business hours. Systems that are difficult to convert within a short period due to their vast data volume will be converted in stages, utilizing nights and weekends.

Ko Gwang-wan, Administrative Vice Mayor of Gwangju Metropolitan City, proposed active institutional support to the government for a stable launch and sustainable development. Key proposals included: institutionalizing financial incentives to guarantee autonomy and providing early support; raising the rank standards for directors of departments, bureaus, and headquarters within the Integrated Special City; implementing and concretely institutionalizing the principle of "exclusion of disadvantage" under the Special Act; and providing personnel and financial support for the stable execution of transferred administrative duties.

The Integrated Special City of Jeonnam-Gwangju, set to officially launch on July 1, is a megacity boasting the third-largest land area in the nation (12,864 km²), the fifth-largest population (3.17 million), and the third-largest Gross Regional Domestic Product (GRDP) (158 trillion 807.5 billion KRW). In particular, as a leading model for the ‘5 Special Zones, 3 Special Zones’ balanced development strategy promoted by the Lee Jae-myung administration, it is expected to achieve world-class urban competitiveness based on unprecedented integration incentives, such as financial support of up to 20 trillion won and preferential treatment for the relocation of public institutions from the capital area.

An official from Jeollanam-do stated, “We will further strengthen our close cooperation system with relevant agencies, including Gwangju City, the city and provincial councils, the Ministry of the Interior and Safety, and the Office of Government Coordination, to ensure full preparation for the launch of the Integrated Special City.”
