MAFRA Visits Field Sites in Naju, Gwangju, Jeonnam… “All-out Effort to Stabilize Rice Prices During Harvest Season and Peak Season Prices”

Vice Minister Kim Jong-gu Visits Rice Farms and Fruit Hub APCs to Listen to On-Site Difficulties — Promoting Preemptive Supply and Demand Management Based on ‘Direct Payments for Rice for Supply and Demand Adjustment’ and the Revised Grain Management Act — Inspecting Pear Harvest and Shipment for Chuseok and Holding On-Site Meetings Regarding the Comprehensive Farmland Survey

(Naju = Break News) Reporter Lee Hak-su = The Ministry of Agriculture, Food and Rural Affairs (hereinafter MAFRA) has embarked on full-scale on-site activities to stabilize rice prices during the harvest season and expand the supply of seasonal goods for Chuseok.

On the 3rd, MAFRA Vice Minister Kim Jong-gu visited rice farms and a Fruit Hub Agricultural Product Distribution Center (APC) in succession in Naju, Gwangju-si, Jeonnam. He personally inspected crop growth and shipment conditions and listened to the difficulties faced by farmers and distribution stakeholders. As his first official engagement, Vice Minister Kim visited the fields of Naju City to closely examine the growth status of the main rice variety, ‘Sindongjin.’ He also listened to on-site opinions regarding this year’s crop conditions and supply and demand outlooks for the harvest season, together with farmers, local agricultural cooperatives, and officials from the Agricultural Technology Center.

On-site officials suggested, “As overall crop conditions are expected to be favorable this year, proactive and active policy support at the government level is necessary to prevent rice prices from plummeting during the harvest season.”

In response, Vice Minister Kim Jong-gu assessed, “Last year, the government and the agricultural sector worked together to implement supply and demand stabilization measures, resulting in a significant recovery of rice prices compared to the past.” He explained, “This year as well, we are proactively managing appropriate volumes from the production stage through measures such as the introduction of direct payments for ‘rice for supply and demand control.’”

He further emphasized, “Based on the revised Grain Management Act enacted on August 27, we will operate a more systematic and scientific supply and demand management system to ensure that rice prices remain stable during this year’s harvest season.” The "Supply and Demand Adjustment Rice Direct Payment System" is a scheme that requires participating farmers to ship their produced rice to Rice Processing Centers (RPCs) and provides them with direct payments and sales proceeds. The shipped rice is supplied exclusively for processing during normal times, effectively isolating it from the table rice market; it can be quickly converted for table rice use only in emergencies, such as crop failures, thereby enhancing flexibility in supply and demand adjustment.

Subsequently, Vice Minister Kim visited the Naju Fruit Hub Agricultural Products Processing Center (APC). There, he toured the pear sorting and packaging lines, which are currently in full swing ahead of the Chuseok holiday, and encouraged the distribution officials. The Fruit Hub APC is a key distribution infrastructure responsible for collecting, sorting, storing, and shipping agricultural products produced in the production areas.

Vice Minister Kim stated, "This year, damage from physiological disorders and pests has decreased, so we expect to secure stable production levels comparable to last year and the average year," adding, "We anticipate this will be of great help in stabilizing fruit prices during the peak Chuseok season." However, noting that “we cannot let our guard down until the very end of the harvest due to the recurring localized torrential rains and heatwaves caused by recent abnormal weather conditions,” he urged that “every effort be made in on-site guidance, such as the timely operation of micro-sprinklers and efficient irrigation management, to prevent high-temperature damage to bag-grown pears.” He added, “We will do our utmost to ensure the seamless supply of seasonal goods for Chuseok so that the public can enjoy a bountiful holiday and alleviate the burden of grocery prices.”

After completing the on-site inspection, Vice Minister Kim held a meeting with local producer organizations to discuss overall agricultural policy issues. Officials from the participating organizations conveyed their expectations regarding the agricultural policies of the “Government of People’s Sovereignty,” along with concerns and suggestions regarding key issues such as farmland management.

Regarding the reform of the farmland management system, Vice Minister Kim explained the current status, stating, “The government completed the basic survey of the comprehensive farmland survey, which began last May, as of July 31, and has been proceeding with in-depth surveys, including on-site inspections, without any setbacks since August.” He continued by emphasizing, “This comprehensive survey of farmland is not intended to impose unnecessary burdens or concerns on farmers,” and promised, “We will use this as an important opportunity to rationally improve the farmland system to suit the actual reality of rural areas by actively gathering diverse voices from the field.”

Concluding his schedule, Vice Minister Kim Jong-gu of the Ministry of Agriculture, Food and Rural Affairs stated, “We will pursue the stabilization of agricultural supply and demand and farm household income as our top national agenda so that farmers can focus on agriculture with peace of mind,” adding, “We will actively reflect even the smallest voices from the field in our policies to create agriculture that works with the people and rural communities filled with hope.”
