Gwangju and Jeonnam Accelerate Resolution of Yeosu-Suncheon Incident… Establishment of ‘Public-Private-Academic Consultative Body’ and Implementation of Second-Half Tasks

Goal to Complete Fact-Finding Investigations on Reported Cases by October 4- Plans to Provide Monthly Living Allowance of 100,000 Won to Bereaved Families Residing in Gwangju - Opening of ‘Yeosu-Suncheon 10·19 Trauma Healing Center’ on the 23rd… Providing Customized Healing Services

(Break News Jeonnam Gwangju) Reporter Lee Hak-su = Jeonnam and Gwangju are joining hands to pursue key tasks for the second half of the year to thoroughly uncover the truth behind the Yeosu-Suncheon Incident and restore the honor of the victims and their bereaved families.

The Yeosu-Suncheon Incident Support Group of the Integrated Jeonnam-Gwangju Metropolitan City (hereinafter the Yeosu-Suncheon Support Group) announced that it reported the ‘Future Implementation Plan of the Yeosu-Suncheon Incident Working Committee’ to Min Hyeong-bae, the Mayor of the Integrated Jeonnam-Gwangju Metropolitan City. The plan includes establishing a public-private-academic policy communication consultative body, investigating reported cases, processing pending agenda items, and expanding support for bereaved families. This plan actively reflects the voices of bereaved families and civic groups, focusing on strengthening policy communication, completing fact-finding investigations within the statutory deadline, expediting the review and decision-making process for victims and bereaved families, and expanding support for bereaved families.

First, the Yeosu-Suncheon Support Group will establish a "Policy Communication Council" composed of 16 representatives from the Association of Bereaved Families, academia, and civic groups. The council plans to meet quarterly to discuss major policies and pending issues. Additionally, the group plans to completely overhaul its official website and expand the disclosure of relevant information to further enhance the transparency and credibility of policy implementation.

The Yeosu-Suncheon Support Group intends to swiftly complete fact-finding investigations into 2,610 reported cases by the upcoming statutory deadline of October 4. The investigation results will serve as foundational data for the Central Committee's fact-finding report. Furthermore, the group has decided to expedite the decision-making process by completing the working committee's deliberations on 590 cases regarding the recognition of victims and bereaved families that have not yet been reviewed by the end of the year.

Efforts to uncover unreported victims buried in history are gaining momentum. Through the analysis of official records, such as military court and prison incarceration records, and preliminary registrations, the Support Group has so far identified an additional 913 unreported victims. The scope of the investigation is being expanded with the goal of identifying a total of 1,500 victims by the end of the year.

Practical measures are also being implemented to address the issue of delays in determining victims and their families. The Working Committee is actively assisting the Central Committee with its review backlog by drafting 10 to 20 review documents on its behalf every month. The number of specialized personnel at the Central Committee has also been increased from five to seven.

Furthermore, to ensure objective and swift reviews, the Support Group is continuously proposing to the Central Committee measures such as codifying detailed review criteria, increasing the number of reviews assigned per committee member, and shortening the frequency of subcommittee meetings.

Substantive support for victims and their families is also being significantly strengthened. The ‘Yeosu-Suncheon 10·19 Trauma Healing Center,’ opening on the upcoming 23rd, will offer psychological counseling, physical rehabilitation, and customized healing programs, as well as a ‘visiting healing service’ for those with limited mobility.

Equity in economic support is also being addressed. Efforts are underway to amend ordinances and secure the necessary budget to extend the monthly living allowance of 100,000 won—previously provided to 1,230 bereaved families residing in South Jeolla Province—to 286 families residing in Gwangju as well.

In addition, plans are in place to regularize communication among bereaved families by linking forums with history education, and to broaden public consensus on the Yeosu-Suncheon Incident through customized history programs in cooperation with educational institutions and the production of content for public broadcasting and YouTube.

Furthermore, demands for institutional reform directed at the government and the National Assembly will continue. The Yeosu-Suncheon Support Group plans to continuously propose amendments to the Yeosu-Suncheon Incident Act that embody the long-cherished wishes of the bereaved families, including: ▲ a request for the President to attend the joint memorial service for the 78th anniversary of the Yeosu-Suncheon Incident; ▲ the opening of the 4th reporting period; ▲ recognition of victims who died after suffering from post-injury disabilities; ▲ correction of family registry records; and ▲ the introduction of a compensation system.

Bae Seong-jin, Head of the Yeosu-Suncheon Incident Support Group of the Unified Seoul Metropolitan City, stated, "Resolving the Yeosu-Suncheon Incident is not merely about reopening wounds of the past, but is a starting point for correcting distorted history and advancing toward a future of unity." He added, "We will execute the plans for the second half of this year without fail and devote all our capabilities to wiping away the long-held tears of the victims and their families and restoring their honor."
