[June 3 Local Election Special Interview] Han Dae-hee, Democratic Party of Korea Candidate for Mayor of Gunpo

“Reflecting on the past four years, engraving ‘Truth, Sincerity, and Desperation’ with a humbler attitude”

Declaration of spatial innovation: Han Dae-hee’s blueprint for Gunpo, a strong small city where ‘work, life, and rest’ coexist

As a candidate for a local government head facing re-election, I would like to ask about his ‘administrative philosophy’ and ‘dignity of administration’ in much greater depth than a typical verification of campaign pledges. I have drafted questions that I believe ordinary citizens would also be eager to hear.

As a veteran mayor with past experience, I have compiled seven interview questions to help you reflect on your administrative trajectory and understand how you are envisioning the blueprint for the future city.

(Please also state the reasons and grounds for your answers.)

[Qualities of a Leader] Is a mayor an ‘administrator’ or a ‘politician’? What qualities are essential?

Q. You have led the city administration as a former mayor. Reflecting on your experience in office, what do you consider to be the most critical virtues and abilities required of a head of a local government who leads thousands of public officials and is responsible for the lives of hundreds of thousands of citizens? Or, if you were to define your philosophy in a single word?

I have adopted three teachings I learned from former Prime Minister Lee Hae-chan—"Truth, Sincerity, and Desperation"—as the compass of my life.

First, as a public official, one must always be truthful; second, one must faithfully perform one's assigned duties; and third, one must work with desperation to solve the problems of citizens. I have lived my life with a deep-seated sense of "public responsibility," dedicating myself solely to the public interest rather than private gain.

Furthermore, I believe that the future of a city ultimately depends on administrative capacity.

This is because no matter how grand a vision may be, it remains nothing more than a slogan without the backing of sophisticated administrative power. Through unwavering public responsibility and effective administration, I will build a future for the city that brings tangible change to the lives of citizens.

[Proof of Leadership] Leadership Realized in the Field

Q. What is the representative municipal administration case where the virtues you just mentioned and your own abilities shone the brightest? Please explain your leadership style through specific experiences where you mediated conflicts or successfully completed projects that seemed impossible.

First, I established a resident-participatory urban renewal model. When formulating the ‘2030 Basic Plan for Urban and Residential Environment Improvement’ in 2021, I decisively introduced a resident-proposed method where residents directly defined and proposed redevelopment zones. This administrative decision bore fruit, leading to the swift designation of the Geumjeong Station area and Sanbon 1-dong District 1 as redevelopment zones.

Second, I led the restructuring of the industrial structure to secure future growth engines. The Dangjeong-dong industrial area was selected as a target site for the Ministry of Land, Infrastructure and Transport’s ‘Industrial Area Revitalization Pilot Project’ in November 2019. In particular, by signing a Memorandum of Understanding (MOU) with Yuhan Corporation in 2022 for the construction of a bio research institute and CMC center worth approximately 80 billion won, I demonstrated administrative execution capabilities in transforming a declining industrial area into a hub for the advanced bio industry.

Third is the prevention of conflict and integration through deliberative democracy. By forming the ‘Gunpo City 100-Person Committee,’ I established a system in which citizens participate in everything from policy decision-making to evaluation. By increasing the proportion of public participation to 70% to ensure objectivity and conducting professional discussions through subcommittees, I transformed minor conflicts that may arise during the policy implementation process into public consensus.

In this way, I have not merely mediated conflicts among stakeholders but have effectively driven change in Gunpo through the power of forward-looking administration. Moving forward, I will continue to work sincerely and earnestly for the public interest, proving the value of administration that citizens can truly experience.

** [Regional Uniqueness] Gunpo’s Unique 'Gene'

Q. Uiwang is known for its 'railways and nature,' while Anyang is characterized by its 'central transportation hub and knowledge industry.' What do you identify as the unrivaled uniqueness of our city, and what is the core competitive advantage that differentiates it from other satellite cities in the Seoul metropolitan area?

Gunpo City is a 'strong small city' where a 'transportation network connecting all directions' and a 'pristine natural environment' achieve perfect harmony.

First, its status as a future transportation hub for southern Gyeonggi Province is firmly established. As a 'triple station area,' Gunpo is currently a key transportation hub where Subway Lines 1 and 4 intersect. Furthermore, once the GTX-C line, scheduled to open in 2028, stops at Geumjeong Station, travel to Yangjae in Seoul will take 19 minutes, and to Samsung Station in the 20-minute range. It will be reborn as a true transportation hub of southern Gyeonggi Province and a city with the best accessibility to the Seoul city center.

Second, it embodies the image of a ‘Garden City’ where nature and the urban center harmonize. Gunpo embraces Mt. Surisan, Gyeonggi Province’s third provincial park, like a folding screen. As a city with a high green space ratio where one can access the mountain from anywhere in the city, resting places for citizens, such as Chomakgol Ecological Park and Banwol Lake, are located throughout the city. In particular, Azalea Hill, where hundreds of thousands of azaleas bloom every spring, is a representative symbol of Gunpo and a beloved attraction for those seeking tranquility in nature.

Third, it is a ‘City of Citizen Participation and Self-Governance’ that is small yet substantial. Although Gunpo is small in size, it boasts a high cultural level and a strong sense of community among its citizens. Gunpo is a city that is leading an era of citizen participation and self-governance, realizing the values of democracy through collaborative governance systems such as the ‘100-Person Committee’ where citizens directly participate in policy-making. Furthermore, based on the experience of deliberative democracy—such as the ‘100-Person Committee’ that has continued since the 7th popular election—the ‘Ordinance for Supporting the Activation of Gunpo City Citizen Public Forums’ was enacted.

[Future Vision] A Roadmap from a ‘Bedtown’ to an ‘Independent Self-Sufficient City’

Q. Satellite cities in the Seoul metropolitan area always face the limitation of being merely hinterlands of Seoul. What is the ‘future vision beyond a satellite city’ that you envision? If you rise to the top again this time, please present your core vision regarding what kind of complete city concept you wish to transform our city into within your term.

Gunpo City will be reorganized beyond being a mere bedroom community where people sleep, into an ‘innovative self-sufficient city of work, housing, and entertainment’ where jobs, housing, and leisure are perfectly harmonized. The three key roadmaps for this are as follows:

** First, we will create the "best hot spot in Southern Gyeonggi" through spatial innovation. We will dramatically improve living conditions by swiftly promoting the redevelopment of the underdeveloped old downtown area and the reconstruction of the first-generation new town (Sanbon). In particular, we will unify the disconnected city center by undergrounding Subway Lines 1 and 4, and link the secured above-ground space with the development of the Korea Institute of Technology site and the revitalization of the industrial area between Geumjeong Station and Dangjeong Station. Through this, we will transform the area around Geumjeong Station, a triple-station hub, into the premier hot spot in Southern Gyeonggi where young people gather, as well as a base for new industries.

Second, we will realize a "young city where youth gather" by establishing a future industrial ecosystem. We will foster future growth industries, starting with the conversion of the Dangjeong-dong industrial area into a Smart Valley and the promotion of the construction of the Yuhan Corporation Bio Research Institute. By creating high-tech industrial complexes and high-quality jobs, we will firmly establish a self-sufficient economic foundation where young people can work, enjoy, and settle in Gunpo. Third, we will complete a ‘city of unrivaled charm’ where waterfronts and green spaces harmonize. We will create a ‘Lake Garden Street’ that connects Mt. Surisan, the symbol of Gunpo, with Banwol and Galchi Lakes. By breathing the breath of nature into the artificial urban environment and realizing a garden city where citizens can enjoy rest and leisure in their daily lives, we will establish a city brand value overflowing with charm that attracts visitors from outside the area.

This roadmap is not merely a development plan, but the fruit of administration that will transform Gunpo’s fundamental nature and open the way to a sustainable future. Based on a sense of public responsibility, I will make this bold change a reality.

[Administrative Dilemma] The Loneliest Moment of Decision

Q. Municipal administration always faces the dilemma of ‘resource limitations’ and ‘conflicts of interest.’ Based on your experience as Mayor, or perhaps because you are currently facing the most painful dilemma, what is it? Also, I am curious to know what criteria (solutions) you use to make final decisions between the interests of the majority and the sacrifice of the minority.

Policy decisions must not be merely calculations based on efficiency, but rather a demonstration of a ‘public responsibility’ to protect the lives of citizens.

First is the ‘prioritization of people’s livelihoods and the value of the field’ during times of crisis. During the COVID-19 pandemic, the most heartbreaking aspect was the financial limitation that prevented us from providing more generous disaster relief funds to small business owners whose livelihoods were severely impacted, even while protecting citizens’ right to health. I still feel regret that, had the city’s finances allowed, we could have provided greater support to both citizens and small business owners through local currency. Furthermore, it is painful that we could not achieve 100% of the results originally planned due to the suspension of in-person business activities. However, I believe that the strength to overcome such resource limitations ultimately stems from ‘clarity of priorities.’ Concentrating resources first on the places most in need is the first duty of a public official.

Second is ‘balanced policy decisions through communication and consensus.’ Policies must never be biased toward one side. It is essential to listen to and incorporate the opinions of the opposing side just as much as the voices in favor. Just as I listened to diverse voices through public forums during my 7th term as elected mayor, I have always kept channels of dialogue open wherever conflicts arose. This is because opposing views contain subtle flaws that the administration often overlooks. Even if it takes time, the very process of finding common ground and reaching a social consensus is the essence of administration.

Ultimately, the criterion for policy decisions is the "public interest," and the method must be "intense communication." Moving forward, rather than blaming resource limitations, I will communicate with citizens with sincerity, diligence, and urgency to create the best possible consensus for the future of Gunpo.
