Haenam County Holds Meeting with National Assembly Budget and Accounts Committee Chairman… “All-out Effort to Secure State Funding for Future Growth Engines”
Proposals for the construction of the Seoul-Haenam-Wando High-Speed Railway and the Gwangju-Solasido Ultra-Highway; Request for the smooth implementation of the National Agri-Food Climate Change Response Center and state funding support for the AI Data Center Testbed
(Haenam = Break News) Reporter Lee Hak-su = Haenam County, part of the Jeonnam-Gwangju Integrated Special City, has actively set out to secure state funding for key pending projects and establish an institutional foundation to secure future growth engines.
Haenam County announced that it attended the “Haenam, Wando, and Jindo State Budget Policy Meeting with National Assembly Budget and Accounts Committee Chairman Lee Kwang-jae,” held in Wando County on the 25th, and strongly requested state-level support for major local projects. This meeting was held with the attendance of Lee Kwang-jae, Chairman of the Budget and Accounts Committee—who visited the Haenam, Wando, and Jindo regions for the first time in the nation to directly listen to pending issues regarding the National Assembly budget—as well as local constituency lawmaker Park Ji-won, the heads of the three counties, and other officials.
On this day, Haenam County Governor Myeong Hyeon-gwan personally led the policy discussion to explain the necessity of the future strategic projects currently being pursued by Haenam County and requested full support from the government and the National Assembly.
The major projects proposed by Haenam County include: ▲ innovative measures for a major transformation of agriculture and fisheries, such as the establishment of the National Agri-Food Climate Change Response Center; ▲ expansion of wide-area transportation networks, such as the construction of the Seoul-Haenam-Wando High-Speed Railway and the Gwangju-Haenam Solasido Super Expressway; and ▲ projects linked to government mega-projects, such as the Artificial Intelligence (AI) Data Center Testbed Support Project.
In particular, Governor Myeong cited the successful establishment of the ‘National Agri-Food Climate Change Response Center,’ which is scheduled to begin construction in the second half of this year, as a key priority. Located in Samsan-myeon, Haenam-gun, this center will serve as the control tower for South Korea's agri-food sector, overseeing the establishment of national strategies for climate change response, impact forecasting, and technology development. It is scheduled to begin full-scale operations in 2028.
County Governor Myeong emphasized, "A national response to the climate crisis in the agriculture and fisheries sectors is urgent," adding, "I request the continued interest and state funding support from the government and the National Assembly so that the center can be established as soon as possible to play a pivotal role."
He also stressed the necessity of establishing a wide-area transportation network in the southwestern region in conjunction with government mega-projects, such as the semiconductor industry in the Honam region. Governor Myeong proposed that the construction of a high-speed rail line connecting Seoul, Haenam, and Wando, along with the construction of a super-highway connecting the Solasido Enterprise City and Gwangju, must be included in the '5th National Railway Network Construction Plan.'
In addition, the 'AI Data Center Testbed Construction Project,' with a total project cost of 95 billion won (entirely funded by the state), was also highlighted. This facility, to be built within Solasido, will serve as a national comprehensive evaluation center responsible for the performance evaluation and verification of core AI equipment. The county has requested 5 billion won in state funding for basic and detailed design costs for 2027.
Haenam County Governor Myeong Hyeon-gwan stated, “Support from the National Assembly is urgently needed to connect Haenam’s abundant renewable energy and advanced industrial base to become a future growth engine for the nation.” He added, “I will continue to cooperate with Representative Park Ji-won to ensure that key local issues are reflected in government budgets and policies.”
