신청 대상은 전남광주통합특별시 내 옛 전라남도 지역에 본사, 주사무소, 사업장 중 최소 하나 이상을 두고 있는 중소·중견기업이다. 세부 요건으로는 해당 지역에서 15년 이상 사업을 지속해서 유지하고 있으며, 상시근로자 수가 10명 이상이어야 한다.
