South Jeolla Province Eliminates Blind Spots in High Oil Price Relief Funds with ‘Visiting Service’
Direct application acceptance at 445 locations, including facilities for the elderly and the disabled, until May 8; up to 600,000 won support for basic livelihood recipients… Maximizing convenience for residents with mobility difficulties
(Muan = Break News) Reporter Lee Hak-su = South Jeolla Province has lowered administrative barriers for vulnerable groups struggling with their livelihoods due to soaring energy prices.
The province announced that it will fully operate a "Visiting Facility Application Service for High Oil Price Relief Funds" targeting residential facilities where the elderly and the disabled reside, from the 27th until May 8.
This measure is part of the nationwide advance payment program for high oil price relief funds. It was established to resolve blind spots where residents are unfamiliar with online applications or unable to visit Eup, Myeon, or Dong community centers due to physical limitations. The core of the initiative is for city and county officials to visit the sites in person to provide one-stop support, handling everything from application to payment procedures on-site. The beneficiaries of this visit application service are 15,493 residents living in a total of 445 facilities in Jeonnam Province, including those for the homeless, the elderly, the disabled, mental health professionals, and leprosy patients. Relief funds will be provided at a maximum of 600,000 won per person to recipients of basic livelihood support, and 500,000 won per person to near-poverty and single-parent households.
The funds are intended to guarantee the basic right to survival for residents amidst high inflation, and to cover the burden of remaining heating costs after the winter season as well as the cost of purchasing essential consumer goods.
To ensure the smooth implementation of the project, Jeonnam Province established a close cooperative system with 22 cities, counties, towns, townships, and districts within the province starting on the 21st. The province utilized various channels, including telephone calls, social media, and official documents, to inform facilities about the "visit application" system, and minimized confusion on-site by coordinating visit schedules for each facility in advance. In particular, regarding cases where residents lack guardians or have severe disabilities that make it difficult to manage the funds directly, the plan is to guide facilities to disburse funds appropriately for the residents and ensure transparency in budget execution by conducting thorough follow-up monitoring of expenditure details.
Jeong Gwang-seon, Director of the Health and Welfare Bureau of Jeollanam-do, stated, "The repercussions of prolonged high oil prices and inflation are particularly harsh on the socially vulnerable," adding, "I hope this support fund will be a tangible help to the weary lives of facility residents."
He further emphasized, "We will implement meticulous welfare administration to ensure that we look after every single person, so that no one misses out on benefits due to a lack of knowledge on how to apply."
Even after the current in-person application period ends, Jeollanam-do plans to pursue the goal of eliminating welfare blind spots by conducting individual verification processes for those who have not yet applied.
