South Jeolla Province Strengthens Support System for ‘Hikikomori’… Province and Cities/Counties Join Forces

Capacity-building training held at Dongshin University in Naju on the 26th… Approx. 50 city/county officials attended - Sharing Gwangju case and discussing establishment of operational system… 61 individuals achieved ‘escape from isolation’ this year

(Muan = Break News) Reporter Lee Hak-su = South Jeolla Province has set out in earnest to strengthen the capabilities of field officials and establish a cooperative system between the province and cities/counties to address the increasingly serious problem of social isolation.

South Jeolla Province announced that it held a ‘Capacity-building Training for the Revitalization of Support Projects for Hikikomori’ at Dongshin University in Naju on the 26th, attended by approximately 50 city/county officials. This training was organized to enhance understanding of the issue of social isolation and strengthen response capabilities in the field.

In particular, the event held added significance as it was conducted in conjunction with the Dongshin University Anchor Project Group (Jeonnam Co-growth Collaboration Center) to explore directions for a customized support system tailored to regional characteristics. During the training session, Baek Hee-jeong, Director of the Gwangju Center for Supporting Reclusive Individuals, served as an instructor to introduce the characteristics and current status of reclusiveness and isolation, related policy trends, and future support directions. Director Baek vividly shared actual operational cases from Gwangju City to aid the understanding of field staff.

In the subsequent discussion on "Developing a Plan for an Operating System for Reclusive Individual Support Projects," participants candidly shared the operational status and difficulties faced by each city and county. Attendees engaged in in-depth discussions regarding the establishment of a close cooperative system between the provincial government and the cities and counties, as well as practical measures to improve the operational system.

Currently, Jeonnam Province is operating a one-stop cooperative system (identification, counseling, and case management) involving cities and counties, towns and villages, and mental health welfare centers to facilitate the early identification and successful social reintegration of reclusive individuals.

According to the province, as of last May, there were a total of 232 reclusive individuals under management in the Jeonnam region. So far this year, 62 new individuals have been identified, and 61 of them have successfully overcome isolation and returned to society. Additionally, 15 individuals were referred to mental health welfare centers to receive professional assistance, and the cumulative number of in-person counseling sessions this year has reached 1,213.
