Jeonnam-Gwangju Integrated Special City Selected for Ministry of Land, Infrastructure and Transport’s Investment Leading District Competition… Jindo’s ‘Global Seaweed Cluster’ Construction Gains Momentum
Securing 7 Billion Won in State Funding, Total of 101.1 Billion Won to be Invested by 2030 - From Seaweed Seed Development to Processing and Export… Creating a Korean Seaweed Export Hub
(Break News Jeonnam-Gwangju) Reporter Lee Hak-su = Jeonnam-Gwangju Integrated Special City announced that Jindo County’s ‘Global Seaweed Cluster Construction’ project was finally selected for the ‘2026 Investment Leading District Competition’ organized by the Ministry of Land, Infrastructure and Transport, securing 7 billion won in state funding. With this, Jeonnam-Gwangju Integrated Special City is set to gain full momentum in establishing a global export hub that integrates the foundations for seaweed production, processing, and export.
The Investment Leading District is a project designed to create new growth engines for the regional economy by expanding key regional infrastructure and promoting private investment through state funding and swift administrative support. This open call was conducted targeting 12 cities and provinces nationwide, excluding the Seoul metropolitan area and Jeju, to identify projects capable of securing an investment of 50 billion won or creating 100 new jobs. Following thorough preliminary consultations by the Ministry of Land, Infrastructure and Transport and evaluations involving written submissions, on-site inspections, and final presentations, five locations across the country, including Jindo-gun, were ultimately selected.
The selected Jindo "Global Seaweed Cluster Construction" project aims to establish a representative seaweed export hub for Korea by integrating facilities ranging from seaweed seed development research to production, processing, and export on a 279,112㎡ site within the Gunnae Agricultural and Industrial Complex.
With this selection, the Jeonnam-Gwangju Integrated Special City has secured 7 billion won in state funding for water supply facilities, a core essential infrastructure for the seaweed industry. Including 82 billion won in private investment for seaweed processing and production, a total of 101.1 billion won in project funding is scheduled to be concentrated by 2030.
With the designation as an Investment Leading District, tenant companies will be granted powerful regulatory exceptions and simplified administrative procedures, including relaxed building coverage and floor area ratios, tax and levy reductions, and deemed licensing. Upon completion, the project is expected to significantly contribute to job creation and the revitalization of the local economy, as well as further strengthen the global competitiveness of the seaweed industry, a key export item of K-Food.
With this selection, the number of Investment Leading Districts secured by the Integrated Jeonnam-Gwangju Metropolitan City has increased to seven, with cumulative state funding reaching 52.4 billion won. Previously, the city had been selected for the following: the Jindo Marine Complex Tourism District and the Gwangju Songjeong Station KTX Regional Economic Hub in 2016; the Hampyeong Livestock Specialized Industry District in 2017; the Naju Bitgaram Energy Cluster in 2018; the Geo International Cultural Tourism Complex in 2022; and the Yeonggwang e-Mobility Cluster in 2023. Kim Jae-in, Director of the Regional Planning Division of the Jeonnam-Gwangju Integrated Special City, stated, “This selection in the public competition will serve as a stepping stone to elevate the seaweed industry, a region-specific industry, to a world-class level.” He added, “We will continue to actively attract state-funded projects to create jobs for young people and revitalize the local economy, while providing full support to ensure this project is implemented swiftly and without any setbacks.”
