Jeonnam-Gwangju Integrated Special City Accelerates Launch in July… Legislative Notice for Integrated Local Ordinances Begins on the 13th
Establishing Legal Foundation by Consolidating 824 Laws to Enact 512, Abolishing 179 Similar or Overlapping Laws - Phased Reorganization Underway to Minimize Gaps in Administrative Services Closely Related to Residents' Lives
(Break News Gwangju·Jeonnam) Reporter Lee Hak-su = Ahead of the historic launch of the 'Jeonnam-Gwangju Integrated Special City' on July 1, both cities and provinces have begun in earnest the reorganization of local ordinances that will serve as the foundation of integrated administration.
Jeollanam-do and Gwangju Metropolitan City announced that they will sequentially issue legislative notices for the integrated autonomous ordinances starting from the 13th to ensure the stability of administrative operations and maintain the continuity of resident services upon the launch of the integrated special city.
This legislative notice will focus on essential local ordinances that must be implemented immediately upon the launch. The two cities and provinces decided to analyze 824 existing local ordinances and enact 512 new ones for the Integrated Special City. In this process, 179 ordinances deemed ineffective or similar and overlapping were boldly abolished to enhance administrative efficiency.
The integrated ordinance draft includes not only basic regulations for administrative operations—such as budget and accounting, management of public property, local taxes and treasury operations, and civil complaint processing—but also a large number of provisions related to public services directly connected to residents' daily lives, such as fees for various certificates.
The legal foundation for future growth industries will also be strengthened. Along with local ordinances reflecting the specialized industries of both regions—such as artificial intelligence (AI), future mobility, and agriculture, fisheries, and marine sectors—ordinances related to regulatory liberalization, autonomous vehicle pilot zones, and renewable energy (solar and wind) power generation projects, as delegated by the "Special Act on the Establishment of the Integrated Special City of Jeonnam and Gwangju," will also be newly reorganized to align with the Integrated Special City system. In particular, sensitive matters requiring standard adjustments following the merger, such as the Public Interest Allowance for Farmers and Fishermen and the Special Account for Industrial Complexes, will be reorganized in stages after a thorough review of residents' financial burdens and support criteria.
To prevent confusion that may arise before the integrated regulations are fully established, cities and provinces will actively utilize transitional provisions pursuant to Article 10 of the Addenda to the Special Act. The intent is to prevent the disruption of administrative services by continuing to apply previous regulations, limited to the relevant regions, until the new integrated ordinances and rules come into effect. Administrative rules, such as directives and precedents, will also maintain existing standards and procedures through separate regulations.
Kang Hyo-seok, Head of the Administrative Integration Working Group for Jeonnam Province, emphasized, "This reorganization is a core process in laying the institutional foundation for the integrated special city," adding, "We will provide stable administrative services by fully collecting residents' opinions during the legislative notice period." Jeon Eun-ok, Head of the Gwangju Administrative Integration Working Group, also stated, “As this is a task that goes beyond simple ordinance integration to establish the foundation of the integrated special city’s administrative system, we will do our utmost to ensure there are no setbacks in the launch.”
Meanwhile, Jeonnam Province and Gwangju City plan to expedite follow-up procedures—such as legislative review, deliberation on ordinances and rules, and preliminary briefings for the Integrated Special City Council—following the legislative notice, to ensure that all local ordinances are implemented without disruption in time for the launch on July 1.
