Yeosu’s ‘Preemptive Employment Crisis Response Region’ Designated for One Year Extended… Providing Respite to Workers and Businesses Amidst Petrochemical Crash

Jeonnam-Gwangju Integrated Special City, the Nation’s First Designated Region, Decision to Extend Following Employment Policy Deliberation Committee… Support to Continue Until August 2027 - Benefits Maintained, Including Raising Tomorrow Learning Card Limit to 5 Million Won and Expanding Employment Retention Subsidies by 80% - Concentrating Administrative Efforts in Preparation for Petrochemical Structural Reorganization… Acting as a Pillar of the Local Economy with a Total Investment of 19.5 Billion Won

(Break News Jeonnam-Gwangju) Reporter Lee Hak-su = The designation period for the Yeosu region as a ‘Preemptive Employment Crisis Response Region,’ a initiative pursued by Jeonnam-Gwangju Integrated Special City to respond to the economic downturn in its core petrochemical sector and stabilize the local labor market, will be extended for another year. The Jeonnam-Gwangju Integrated Special City announced that it will significantly continue and expand existing employment stability support policies, following the final approval of the extension of Yeosu's designation as a "Preemptive Employment Crisis Response Region" at the Employment Policy Deliberation Council meeting presided over by the Minister of Employment and Labor.

Yeosu was designated as the nation's first "Preemptive Employment Crisis Response Region" on August 19 of last year and was set to expire on August 27. With this confirmed extension, the Yeosu region has secured continuity in employment stability measures for the next year, until August 2027, and will be able to significantly alleviate the burden on workers and local businesses resulting from the restructuring of the petrochemical industry.

Due to this designation extension, workers and businesses in the Yeosu region will continue to receive various special benefits, such as increased support amounts and relaxed eligibility requirements. Customized livelihood and training support measures for local workers include: ▲ an increase in the support limit for the Tomorrow Learning Card for competency enhancement (from the existing 3 million won to a maximum of 5 million won); ▲ an increase in the loan limit for livelihood stabilization funds (from 20 million won to 25 million won); ▲ an expansion of livelihood loans for workers with overdue wages (from 10 million won to 15 million won); and ▲ an increase in the loan limit for vocational training livelihood expenses (from 10 million won to 20 million won). In addition, the income requirement (below 100% of the median income) previously applied when applying for Type II of the National Employment Support System will be completely waived, allowing more unemployed individuals and those seeking to change jobs to receive job search promotion benefits.

Measures for local petrochemical-related companies facing financial difficulties will also be further strengthened. ▲ The support ratio for employment retention subsidies, paid by employers during business suspensions, will be expanded from the existing 66.7% of the suspension allowance to 80% (with a maximum daily limit of 68,000 won per person), and ▲ employer vocational training subsidies will be applied at an increased rate of 130% of insurance premiums paid for employment stability and vocational competency development, up from 100%. In addition, ▲ support will be provided to extend payment deadlines for major national taxes, such as corporate tax, income tax, and value-added tax, as well as employment and industrial accident insurance premiums, to help companies secure short-term liquidity.

Building on active cooperation with the central government, including the Ministry of Employment and Labor, the Jeonnam-Gwangju Integrated Special City has invested a budget of 5.3 billion won in 2025 and 14.2 billion won in 2026 into the Yeosu region. Through this, the city has implemented field-oriented policies to overcome the employment crisis by providing health and welfare benefits and job-seeking allowances to workers, and supporting companies with fixed cost reductions and new hiring incentives.

An official from the Jeonnam-Gwangju Integrated Special City stated, “As the petrochemical industry, the core of the Yeosu Industrial Complex, is facing difficulties due to oversupply and a global economic slowdown, now is an essential time for strong and preemptive administrative responses to ensure employment stability.” The official added, “Using the extension of the preemptive employment crisis response region as a stepping stone, we will implement practical employment policies with tangible impact, and we will protect the local economy and jobs by closely cooperating with the government during the upcoming restructuring of the petrochemical industry.”
