Anyang City Fully Launches ‘Just Dream’ Project, Guaranteeing Basic Food Requirements Regardless of Income

Aims to Preemptively Identify ‘Hidden Crisis Households’ Isolated Due to Fear of Failure to Meet Legal Standards or Stigma

Anyang City has unveiled groundbreaking livelihood support measures to eliminate welfare blind spots where individuals cannot request assistance even in crisis situations due to institutional limitations or fear of stigma.

On the 21st, Anyang City announced that it will begin the full implementation of the Ministry of Health and Welfare’s ‘Just Dream’ project on the 26th. This project provides immediate food and daily necessities to citizens facing financial hardship, regardless of income levels.

This initiative was established to preemptively identify and protect ‘hidden crisis households’ who are unable to receive government support due to strict legal criteria or who have chosen self-isolation out of fear of identity exposure.

Any Anyang citizen facing financial hardship to the point of needing immediate food or daily necessities can visit the Anyang Good Food Market (113 Jangnae-ro), located in Anyang 4-dong, Manan-gu, every Tuesday and Thursday from 2:00 PM to 5:00 PM. Support is provided without a separate income verification process; however, the program may close early if supplies run out on the day.

First-time visitors can immediately receive a package of daily necessities worth approximately 20,000 won, consisting of instant rice, ramen, canned goods, and hygiene products, simply by presenting their ID and completing a brief self-assessment checklist.

Notably, this initiative goes beyond mere material support to serve as a "welfare stepping stone" for identifying those in welfare blind spots. Starting from the second visit, in-depth counseling is conducted with professional counselors stationed on-site.

The city plans to identify the actual crisis factors of users through counseling and then connect them with customized welfare teams at each Dong Administrative Welfare Center to facilitate their entry into the institutional public welfare network, such as applications for Basic Livelihood Security or emergency welfare support. Furthermore, the city intends to provide personalized, integrated services through cooperation with private welfare foundations and local community resources to fundamentally resolve the crisis situations faced by users. An official from Anyang City stated, “‘Just Dream’ will serve as a last resort, extending a warm helping hand before administrative procedures to citizens in urgent need of a meal today,” adding, “We will continue to work closely with the local community to weave a tighter welfare safety net and create an Anyang where not a single resident standing on the brink is left behind.”
