Min Hyung-bae, Mayor of Gwangju, Jeonnam, Secures Expansion of Emergency Fish Release at Presidential Meeting

Proposed Reflecting On-Site Demand to Prevent High-Temperature Damage… Ministry of Oceans and Fisheries Promises Additional Allocation Once 80% of Allocated Volume Is Exhausted - Preemptive Release More Effective for Property Protection Than Recovery After Mass Death… Expectations for More Flexible On-Site Response

(Break News Jeonnam Gwangju) Reporter Lee Hak-su = The Integrated Special City of Gwangju, Jeonnam, has secured an expansion of preemptive emergency fish release volumes from the government to minimize damage to aquaculture farms caused by high water temperatures.

The Special City of Gwangju, Jeonnam announced on the 6th that Mayor Min Hyung-bae participated via video in the ‘Heatwave and Drought Response Status Inspection Meeting’ presided over by President Lee Jae-myung, where he proposed an increase in the emergency fish release volume and secured a promise from the Ministry of Oceans and Fisheries to allocate additional volumes. At the meeting, Mayor Min strongly emphasized that preemptive measures—releasing fish while they are still alive—are more effective in protecting fishermen's property and restoring coastal fisheries resources than reactive measures, which support recovery after farmed fish have died. In response, the Ministry of Oceans and Fisheries decided to allocate additional emergency release quotas after reviewing on-site demand and high water temperature conditions, provided that more than 80% of the 13 million fish initially allocated to Gwangju, Jeonnam Province, are exhausted.

Gwangju, Jeonnam Province, achieved a result last year by conducting an emergency release of 9 million fish, reducing the cost of damage from high water temperatures by 89% compared to 2024. This year, however, on-site demand surveys revealed that the demand for emergency release had increased approximately threefold from the previous year to 26 million fish, making it difficult to respond with only the initially secured 13 million fish. Mayor Min's active proposal has opened the way for securing additional quotas, enabling a more flexible response to damage from high water temperatures.

Gwangju Special City in South Jeolla Province has already been conducting an emergency release since the 4th, starting with 170,000 rockfish, which are vulnerable to high water temperatures. Prior to the release, the city is thoroughly ensuring the suitability and safety of the fish for release into the natural ecosystem by conducting disease inspections on aquatic organisms and closely checking their growth status and any deformities.

The city plans to continue close consultation with the Ministry of Oceans and Fisheries to frequently monitor the depletion of priority allocations and ensure that additional quantities are allocated in a timely manner. Along with this, the city intends to devote its full efforts to minimizing damage to fishermen by strengthening support for high-temperature response equipment and enhancing on-site guidance and inspections of aquaculture farms.

Mayor Min Hyung-bae emphasized, "Regarding damage caused by high water temperatures, it is paramount to release fish quickly before damage occurs, rather than trying to recover after they have already died." He added, "We will actively consult with the government to fully reflect the urgent needs of the fishing industry and mobilize all available administrative resources to do our utmost to protect the valuable assets of fishermen."
