[Feature] Even with Tuition Raises, Universities Barely Covering ‘Fixed Costs’… ‘Vicious Cycle’ of Financial Difficulties Persists

Korea Private University Foundation Releases ‘2026 Private University Budget Analysis’… Total Budget Increases by 12.3%

Tuition Revenue Cannot Cover Salaries and Maintenance Costs… Fixed Cost Ratio at 103.2%, ‘Deficit Structure’

Calls Call for “Fundamental Conditions, Including Autonomous Tuition Setting, to Improve Educational Environment”

While the overall budget of private universities has grown due to the recent spread of tuition hikes across the academic community and increased government subsidies, the financial difficulties actually felt by universities remain severe. This is due to structural limitations where even raising tuition makes it difficult to cover ‘fixed costs,’ such as personnel expenses for professors and staff and building maintenance fees—costs incurred just to breathe. According to the ‘Analysis Results of the 2026 Fiscal Year Budget for Private Universities (including junior colleges)’ released on the 10th by the Korea Private School Foundation (Chairman Lee Ha-woon), the total budget for private universities this year amounts to 76.3263 trillion won, a 12.3% increase from the previous year. The main budget for the school fund account, which serves as the primary operating fund for universities, also rose to 26.9328 trillion won, an increase of 5.8% (1.4827 trillion won) from the previous year.

The apparent reasons for the increased budget size are ‘tuition hikes’ and ‘increased government support.’ This year, revenue from tuition and course fees for private universities amounted to 14.2622 trillion won, an increase of 6.2% (833.6 billion won) from the previous year, accounting for the largest share. In addition, revenue from state subsidies also surged by 10.4% due to the impact of major government financial support programs, such as the Glocal University 30 and RISE (Regional Innovation-Centered University Support System).

However, behind this outward growth, private universities are facing deepening internal struggles. This is because the burden of "fixed costs," which are essential expenses for university operations, is exceeding tuition revenue.

According to the school fund accounting standards of private universities this year, fixed costs—the sum of personnel expenses and administrative and operational expenses—amount to a total of 13.9387 trillion won. This figure represents 103.2% of pure tuition revenue (excluding course fees, 13.5023 trillion won). Simply put, even if every single penny of tuition is collected from students and invested, the structure is such that universities cannot cover the minimum personnel and facility maintenance costs required to sustain the institution, resulting in a deficit.

Universities are currently resorting to dipping into their reserve funds to make up for the shortfall. This year, the amount withdrawn from endowments by private universities significantly exceeded their reserves, with 855.3 billion won in the metropolitan area and 356.8 billion won in non-metropolitan areas. While universities are pouring these reserves into improving aging facilities—such as through the withdrawal of construction funds—in line with government and societal demands, critics point out that a red light has been turned on regarding their financial sustainability.

However, non-metropolitan universities recorded an 8.8% increase in total educational expenditures (total investment in education, including salaries, maintenance, research, and student expenses), which was higher than that of metropolitan universities (7.4%). This suggests that despite difficult conditions, these universities are waging a desperate struggle to expand educational investment through initiatives such as the Glocal University project.

Education experts unanimously agree that the current tuition hikes were an "inevitable choice" for universities to cover accumulated deficits and ensure their survival. An official from the Korea Private School Foundation emphasized, “Considering fixed costs and major expenditure items, tuition increases were inevitable for securing funds for university operations,” adding, “While maintaining the current cap on tuition increases, it is urgent to create institutional conditions that allow universities to autonomously adjust tuition fees and stabilize their finances in accordance with their respective operational situations.”
