Gwangju City Launches ‘2026 Comprehensive Heatwave Response Plan’… Budget Doubled for Close On-Site Response

Situation systems established across 23 departments and 5 districts in alignment with newly issued weather advisories… Emergency system in place until September 30; reorganization of protected groups; customized management for the elderly and disabled; strengthening of safety nets for mobile workers and construction workers; expansion of heat reduction facilities including the installation of 100 shade structures and smart shelters… Significant expansion of road watering

(Gwangju = Break News) Reporter Lee Hak-su = As temperatures in the Gwangju region are forecast to be higher than average this summer, Gwangju Metropolitan City is further strengthening its heatwave response system and taking proactive measures to ensure citizen safety.

Gwangju Metropolitan City announced that it has established the ‘2026 Comprehensive Heatwave Response Plan’ to prevent casualties caused by summer heatwaves and alleviate daily inconveniences for citizens, and will activate a full-scale response system until September 30. In particular, with the introduction and operation of two new weather advisories starting this year—the ‘Severe Heatwave Warning’ and the ‘Tropical Night Advisory’—the city has established a comprehensive response system tailored to these measures. The city plans to implement field-oriented countermeasures by reorganizing the emergency work systems of 23 collaborating departments and forming a tight situational awareness network with the five autonomous districts.

To this end, Gwangju City is investing 1.7 billion won in heatwave countermeasure funds (Special Grant for Disaster Safety), approximately double the amount from last year, while actively utilizing the city's disaster relief fund to implement proactive administration that citizens can tangibly experience.

To ensure efficient and systematic heatwave management, Gwangju City is reorganizing its heatwave protection targets from the existing 15 categories across 4 fields to 10 categories across 3 fields and commencing intensive management.

First, the city will strengthen welfare checks via visits and telephones for seniors in need of care, such as those aged 65 or older who are recipients of basic livelihood support or belong to the near-poverty group. To this end, approximately 1,000 life support workers will be deployed to conduct one weekly visit and two phone calls during normal times. However, when a heatwave advisory is issued due to the high risk of heat-related illnesses, daily visits and phone calls will be made to check on their well-being.

Protection measures for the disabled will also be significantly strengthened. In coordination with neighborhood leaders and relevant organizations and facilities, safety checks will be conducted periodically, and guidelines for dealing with heatwaves will be promoted. In addition, a mobility support system has been established to facilitate easy access to cooling shelters, and an emergency system has been built to ensure rapid transport in the event of an emergency.

For individuals with chronic or underlying conditions, a "visiting health management service" utilizing specialized personnel from public health centers will be provided. The plan is to enhance their self-health management capabilities by educating them on how to cope with heat-related symptoms through home visits and phone calls, and by distributing health supplies.

Lifestyle-oriented support will also be provided to ensure vulnerable groups have a safe summer. Health management supplies for heatwave preparedness, such as cooling masks and fans, will be distributed to recipients of basic livelihood support and those in the near-poverty bracket. Additionally, Information and Communication Technology (ICT) equipment will be utilized to prevent casualties among those at risk of lonely deaths, such as the elderly living alone.

On-site protection activities will be strengthened for approximately 1,000 homeless individuals and residents of "jjokbang" (tiny, cramped rooms). Heatwave shelters accessible to the homeless at any time will be operated centered around the "Jjokbit Counseling Center," a hub in jjokbang villages. Plans are also in place to actively provide relief supplies and emergency sleeping accommodations in accordance with heatwave conditions.

Monitoring and safety education will also be intensified to prevent harm to those frequently exposed to the outdoors, such as farmers, migrant workers, and construction workers. In particular, to prevent heat-related illnesses among construction workers, efforts will be made to encourage the avoidance of outdoor work and the adjustment of working hours during peak heatwave hours. Furthermore, workers' rest guarantees and health status will be checked frequently. For mobile workers such as delivery drivers and designated drivers, 34 public shelters, one 24-hour unmanned shelter called "Shiso," and two citizen-participatory shelters called "Shigo" will be put into operation. Convenience store coupons will be provided to workers participating in safety campaigns during the heatwave (40,000 won each for 200 delivery workers and 50,000 won each for 40 designated drivers), and monitoring of the working conditions of parcel delivery workers will be conducted in parallel.

Large-scale projects aimed at lowering the urban temperature that citizens can actually feel will also be carried out.

Gwangju City will install approximately 100 new shade canopies and three cooling fog systems at busy thoroughfares, and will provide 27 new cooling and heating benches at bus stops. In particular, through the ‘Our Neighborhood Shelter Creation Project,’ a public competition initiative by the Ministry of Climate, Energy and Environment, plans are underway to create two new ‘Smart Shelters’ in urban areas centered around locations frequented by climate-vulnerable groups and high-traffic zones, providing resting places to escape the extreme heat.

In addition, to mitigate the urban heat island effect, an average of 20 water trucks will be deployed daily on major roads. If the situation worsens, such as when a severe heat wave warning is issued, additional funds from the Disaster Management Fund will be injected to significantly expand the operation of water trucks. Furthermore, automatic road sprinkler systems (Clean Roads) will be operated continuously during the countermeasure period, running three to four times a day.
