Geoje City Expands ‘Shipbuilding-Focused’ Substantive Cooperation with Philadelphia
Results in Worker Safety, Visas, and Tax Support… Cooperation Scope Expands to Culture, Tourism, and Private Sector Exchanges
Geoje City in South Gyeongsang Province has set out to expand cooperation with Philadelphia, USA, across the entire spectrum of economy, culture, and tourism, centered on the shipbuilding industry. This move is noteworthy for establishing a foundation for substantive cooperation that goes beyond simple exchanges to encompass worker safety, industrial infrastructure, and private sector exchanges.
Geoje City announced that it dispatched a working delegation to Philadelphia from the 20th to the 24th, where they successively visited the City Council, the state government, and economic and cultural institutions to discuss multi-layered cooperation measures. This visit is a strategic step aimed at expanding the scope of inter-city exchanges while ensuring the stable establishment of industrial cooperation centered on the Hanwha Philly shipyard.
In particular, tangible results were achieved as the Philadelphia City Council expressed its commitment to institutional responses regarding the safety issues of Korean workers stationed in the region. In response to the delegation's request to alleviate anxiety stemming from immigration crackdowns, the City Council pledged to guarantee settlement conditions for workers from Geoje by promoting an "ICE OUT" ordinance to limit enforcement.
In the shipbuilding sector, support measures directly impacting corporate operations were the focus of intensive discussions. Geoje City requested the designation of a special economic zone around the Hanwha Philly shipyard and the linkage of tax benefits, while discussing plans for shipyard expansion and infrastructure reinforcement with the Philadelphia Economic Development Corporation.
Furthermore, cooperation was secured regarding the three major tasks of "visa, tax, and workforce," including expanding visa quotas to secure skilled labor, issuing state government recommendation letters, and applying a rapid licensing program.
Support for local workforce training was also concretized. The Philadelphia Workforce Development Agency plans to contribute to building a workforce base for the shipbuilding industry by proposing exceptional support measures, such as providing up to full financial support for technical training costs and operating customized training courses for companies.
In the culture and tourism sector, cooperation on promoting the city through major international events was discussed. Both sides reached a consensus on promoting Geoje's tourism content in conjunction with global events surrounding the 250th anniversary of U.S. independence in 2026. During a meeting with the Korean community, measures were also devised to expand private-sector exchanges, such as expanding sales channels for local agricultural products and promoting stay-type tourism products.
Geoje City views this visit as an opportunity to secure a foundation for expanding exchanges beyond industry-centered cooperation to include the cultural, tourism, and private sectors.
Kim Ho-geun, Director of the Administration Bureau, stated, "Expanding the scope of inter-city cooperation, starting with shipbuilding collaboration, is the core achievement of this visit," adding, "We will translate this into tangible results through concrete follow-up measures."
