‘One Month Away’ Launch of Integrated Jeonnam-Gwangju Office of Education… Final Inspections with Ministry of Education
Integration progress briefing held on the 5th… Status review by sector including organization, personnel, and finance - President-elect Kim Dae-jung: “Minimize confusion on the ground, maximize efficiency” - Strong recommendation to the Ministry of Education to include ‘special provisions for educational financial support and guaranteed teacher quotas’ in the Special Act
(Break News Gwangju·Jeonnam) Reporter Lee Hak-su = With the official launch of the ‘Jeonnam-Gwangju Integrated Office of Education’ just one month away on July 1, the Jeollanam-do Office of Education has begun a final inspection of pending issues in collaboration with the Ministry of Education and the Gwangju Metropolitan Office of Education.
The Jeollanam-do Office of Education announced that it held a ‘Reporting Meeting on the Promotion of the Integration of the Jeonnam-Gwangju Educational Administration System’ on the 5th at the situation room of its headquarters, attended by officials from the Ministry of Education and the Gwangju Metropolitan Office of Education.
The meeting was attended by a large number of key officials from both provincial and municipal education offices and the government, including Kim Dae-jung, Superintendent of Education for Jeonnam and Superintendent-elect of the Integrated Jeonnam-Gwangju Metropolitan City; Choi Kyo-jin, Minister of Education; and the Head of the Support Team for the Integration of Educational Administration Systems. They engaged in in-depth discussions on plans for the successful launch of the integrated education office.
Attendees shared the progress made by the two education offices in preparing for integration and closely reviewed the status of progress in various fields, including organization, personnel, finance, information systems, and local ordinances. Subsequently, they examined major pending issues, such as the direction of organizational structure and personnel management principles for the stable settlement of the integrated education office, and checked follow-up tasks to be completed by the end of June as well as future schedules.
In particular, the Jeonnam Education Office strongly requested support for two key policies from the Ministry of Education to maximize integration synergy and overcome the disadvantages of regional educational conditions.
First, they proposed that the "basis for educational financial support" be clearly specified in the special act related to the integrated metropolitan city to reduce the educational gap between the two regions and stably establish a foundation for future education.
Along with this, a request was made to include a "special provision guaranteeing teacher quotas" in the Special Act to maintain the educational foundation of rural and fishing villages, which are significantly impacted by the declining school-age population, and to strengthen the state's responsibility regarding teacher quotas. This measure aims to complement the limitations of the existing "student-centered" method of calculating teachers and to practically reflect the unique educational conditions of rural and fishing villages in the Jeonnam region.
In response, Minister of Education Choi Kyo-jin replied, "The launch of the Jeonnam-Gwangju Integrated Special Metropolitan Office of Education will be a significant turning point for realizing balanced national development and taking educational autonomy to the next level." He added, "The Ministry of Education will communicate and cooperate closely with both offices of education to provide full support for the successful launch of the integrated office." Kim Dae-jung, Superintendent-elect of the Integrated Jeonnam-Gwangju Metropolitan City Office of Education, emphasized, “With the launch of the Integrated Office of Education just one month away, I will meticulously review the preparatory tasks during the remaining period,” adding, “I will carry out organizational and system overhauls without any setbacks to minimize confusion in the field of education and maximize administrative efficiency.”
