Chungbuk Office of Education Presents 'Sound-Meaning Hanja Education' as Best Practice for Literacy at National Education Commission

The Chungcheongbuk-do Office of Education has unveiled a differentiated practical education model to the nation, introduced to address the rapidly declining literacy of students in the era of digital transformation.

The Chungcheongbuk-do Office of Education attended a meeting of the National Education Commission's Special Committee on Literacy held at the Government Complex in Seoul. There, they presented the operational achievements of the Sound-Meaning Hanja Education program—a representative academic improvement policy of Chungbuk—and proposed national policy directions for enhancing student literacy. This meeting was organized to bring together the Ministry of Education and provincial and metropolitan offices of education to identify excellent policies capable of improving students' basic academic skills and literacy, and the Chungbuk Office of Education was selected as a representative institution to present best practices, alongside the Seoul Metropolitan Office of Education and others.

The Sound-Meaning Hanja Education program promoted by the Chungbuk Office of Education was developed by focusing on the linguistic characteristic that 55.6% of the Korean vocabulary consists of Hanja words. The core of this approach is to completely break away from the traditional rote learning methods of rote memorization of Hanja and repetitive writing, and instead help students easily understand the precise etymology and correct meanings embedded in the sounds of the Korean words they encounter in their daily lives and textbooks. Through this, the program naturally enhances vocabulary and literacy throughout the entire school curriculum, thereby implementing a practical education that ultimately fosters students' rich thinking skills and fluent communication abilities.

In particular, the Chungbuk Office of Education established a stable institutional foundation last year by enacting an ordinance supporting Hanja education. Furthermore, it has created a new menu called "Byeol-i Song-i's Sound-Meaning Hanja Classroom" on its self-developed AI-based integrated teaching and learning platform, Dachaum, to provide high-quality video content linked to textbook vocabulary in real time. In addition, significant changes are emerging in schools as a result of the active operation of research schools, subject research groups, and teacher learning communities, along with the continuous distribution of field-tailored everyday vocabulary materials. Elementary schools are strengthening basic vocabulary skills by utilizing morning activities and creative experiential learning time, while middle schools are expanding the scope of application by linking subject classes with the Free Semester System.

The Head of the Secondary Education Division at the Chungbuk Provincial Office of Education defined the "Sound-Meaning Hanja Education" as an integrated literacy education that goes beyond simple Hanja learning to help students realize the true meaning of the Korean language and cultivate deep thinking and communication skills. He stated that, based on close communication with schools on the front lines, they will continue to expand various educational materials and innovative programs to solidify students' basic academic abilities.
