[Here is an English version of the article] Shipping Industry on Alert as Middle East Conflict Drags On… MOF and KOBC Expand Broad Support Including Unsecured Guarantees
The Ministry of Oceans and Fisheries (MOF) and the Korea Ocean Business Corporation (KOBC) are launching a comprehensive liquidity support package, including unsecured credit guarantees, to assist domestic shipping companies facing mounting financial pressure from the prolonged Middle East conflict.
MOF and KOBC announced that they have prepared financial support measures to help shipping firms struggling with worsening business conditions caused by the conflict.
Currently, 26 Korean vessels remain stranded in the Strait of Hormuz due to navigation restrictions. As a result, companies are facing rising costs, including higher insurance premiums, fuel expenses, and hazard pay for crew members. In addition, increased freight rates have led some cargo owners to cancel shipments, raising concerns over tightening liquidity in the shipping industry.
In response, MOF and KOBC will introduce unsecured credit guarantees for affected shipping companies. The program enables firms to secure short-term operating funds without collateral, with support capped at 2.5 billion won per company. The guarantee period applies to loans with a maturity of up to one year and can be extended for up to five years.
Emergency management stabilization funds have also been improved, reducing processing time by up to three weeks. The support method has been streamlined from indirect bond purchases via special-purpose vehicles to direct bond purchases by KOBC, lowering associated costs. The funding limit is set at up to 3 billion won per company, with a one-year maturity that can be extended annually. Companies may also access existing emergency funding programs if needed.
Additionally, the government will defer principal and interest payments on existing financial products and temporarily raise the loan-to-value ratio for ship-backed loans from 60–80 percent to 70–90 percent. This is expected to help companies secure additional liquidity using their vessel assets.
KOBC began providing detailed guidance and accepting applications for the support programs on April 28. Meanwhile, the government has secured 1.4 billion won in supplementary budget funding to cover increased insurance premiums for small and medium-sized shipping companies operating in the Strait of Hormuz, with applications set to open in early May.
MOF stated that it will continue efforts to stabilize liquidity in the shipping sector and maintain the resilience of export-import logistics networks.
