이번에 출범한 제천시의회 정책연구회는 허찬영 의원이 대표를 맡고 배동만 의원과 김병권 의원이 함께 참여하는 3인 규모의 연구단체다. 연구회는 오는 11월 말까지 '제천형 생활인구 체류 확대와 지역소비 활성화 방안'을 주요 과제로 설정하고 본격적인 연구 활동을 펼칠 예정이다.
