Jecheon City Prepares for Enactment of Tattoo Artist Act in 2027… Promoting On-site Guidance for Local Establishments

In line with the Tattoo Artist Act, which is set to be fully implemented in October 2027, Jecheon City has launched a preemptive guidance initiative targeting local tattoo and beauty salons to create a safe environment for procedures.

Based on the "Standard Guidelines for Tattoo Procedures" established by the Ministry of Health and Welfare and the Korea Health Promotion Institute, the city plans to conduct on-site promotion and guidance activities to build a management system that ensures the system takes root stably in the future.

According to the newly introduced standard guidelines, tattoo establishments must strictly manage hygiene in each space by completely separating waiting areas, treatment areas, and cleaning and disinfection areas. As a principle, sterilized disposable instruments must be used for procedures and discarded immediately after use, and practitioners must wear sanitary protective equipment such as masks and sterile gloves.

In addition, the guidelines stipulate that the user's health condition and presence of allergies must be assessed before the procedure, and medical treatment at a healthcare facility must be recommended if a risk of infection or bleeding is determined. Detailed explanations of not only the procedure but also post-treatment care methods, as well as the procedure of obtaining user consent, have been included as mandatory requirements. In addition, the guidelines clearly stipulate the obligations that practitioners must observe, such as the storage of user consent forms and treatment records, the preparation of response manuals for side effects, enrollment in liability insurance, and completion of regular hygiene training.

A business owner operating a tattoo parlor in the region stated that they had been at a loss as to what specific hygiene standards to meet ahead of the law's implementation, but the detailed guidance has made preparation much easier. They further stated that they will thoroughly maintain their facilities and hygiene management so that users can visit with peace of mind.

The Jecheon City health authorities also emphasized that it is paramount for local businesses to clearly understand the guidelines ahead of the establishment of the Tattoo Artist Act. They added that they will continue on-site communication and guidance to create a safe health environment that citizens can trust and utilize.

Meanwhile, the full contents of these standard guidelines for tattoo procedures can be easily accessed by anyone through the official websites of the Ministry of Health and Welfare and the Korea Health Promotion Institute, as well as the announcements section of the Jecheon City Public Health Center.
