South Jeolla Province Goes All Out to Attract ‘Specialized Complex for Secondary Battery Chemical Materials, Parts, and Equipment’

Linking Yeosu, Yulchon, and Seepung Industrial Complexes, a 2.6 Trillion Won Project… A ‘Gamble’ for National Battery Supply Chain Self-Reliance

(Muan = Break News) Reporter Lee Hak-su = South Jeolla Province has officially launched the creation of a ‘Specialized Complex for Secondary Battery Chemical Materials, Parts, and Equipment (Sobujang),’ spearheaded by the Yeosu National Industrial Complex, in response to the restructuring of global supply chains and intensifying competition in high-tech industries.

South Jeolla Province announced on the 28th that it recently submitted an application to the Ministry of Trade, Industry and Energy’s open call for the designation of ‘Sobujang Industry Specialized Complexes.’ This specialized complex is part of a national strategic project aimed at securing supply chain stability and technological self-reliance by concentrating demand and supply companies with innovation institutions.

The core of this open call is to organically connect the Yulchon 1st Industrial Complex and the Seepung Industrial Complex, centering on the Yeosu National Industrial Complex. A total of 42 companies have expressed their intention to participate in the development of the complex, including three anchor chemical material firms, 37 partner companies, and two demand-side companies. The total project cost, including private investment and the development of high-value-added conversion technologies, amounts to approximately 2.6 trillion won.

The reason Jeonnam Province has staked everything on this bid is its high dependence on overseas sources for core chemical materials used in secondary batteries. Currently, the province relies on foreign sources for a significant portion of key materials, such as electrode binders, carbon black, and packaging materials; this has fueled a sense of crisis that the domestic battery industry could be shaken by changes in the global political landscape.

Jeonnam possesses the Yeosu National Industrial Complex, the largest petrochemical complex in the country, ensuring a robust supply chain for basic chemical raw materials. It is evaluated that if this is combined with the logistics competitiveness of Gwangyang Port and the secondary battery material processing infrastructure of the Yulchon and Seepung Industrial Complexes, it will be the only region in Korea capable of establishing a full-cycle system—from raw materials to processing to supply—for high-performance chemical materials for secondary batteries. The province plans to enhance the competitiveness of the domestic battery industry and contribute to national economic security, particularly by achieving self-sufficiency in high-value-added materials such as electrode binders, carbon black for conductive materials, and heat dissipation and insulation materials.

In preparation for the upcoming government evaluation, Jeonnam Province plans to concentrate all administrative capabilities on securing the final designation, including strengthening cooperation with the government and the National Assembly through the ‘Jeonnam Chemical Industry Materials, Parts, and Equipment Development Council.’

Kim Ki-hong, Director General of the Strategic Industry Bureau of Jeonnam Province, emphasized, “Jeonnam is the center of Korea’s petrochemical industry and the optimal location to complete the supply chain for chemical materials for secondary batteries.” He added, “As this designation of a specialized complex is a strategic choice to secure a stable supply chain for the nation’s advanced industries beyond fostering local industries, we will do our utmost to ensure its successful bid.”

Meanwhile, the Ministry of Trade, Industry and Energy plans to conduct document verification, evaluation, and inter-ministerial consultations by June, and will make the final deliberation and decision on the specialized complexes for materials, parts, and equipment in July. The government plans to designate a total of 10 additional specialized industrial complexes by 2030, including undesignated sectors such as defense and chemicals.
