South Jeolla Province Launches ‘On-Site Microscopic Inspection’ of Human Rights and Safety for Foreign Seasonal Fisheries Workers
Holds Joint Fact-Finding Survey and Meeting with Ministry of Oceans and Fisheries, Cities & Counties, and National Federation of Fisheries Cooperatives; Aims for "Zero Human Rights Violations and Safety Accidents"… Systematizes Semi-annual Regular Inspections and Strengthens Monitoring
(Muan/Goheung = Break News) Reporter Lee Hak-su = South Jeolla Province has joined hands with relevant agencies to launch a strong on-site response to protect the human rights and strengthen safety management of foreign seasonal workers, who have established themselves as a key workforce in the fisheries sector.
South Jeolla Province announced that on the 20th, it conducted on-site fact-finding inspections of employment sites and held an emergency meeting to protect human rights, in collaboration with relevant agencies including the Ministry of Oceans and Fisheries, cities and counties, and the National Federation of Fisheries Cooperatives.
This inspection was conducted to align with recent demands for the protection of foreign workers' rights and interests; to thoroughly verify overall operations—including working conditions, wage payment status, living environments, and workplace safety management—and to devise effective measures to prevent recurrence that reflect the voices of those on the ground. The on-site inspection conducted on this day targeted workplaces employing seasonal workers located in Goheung-gun. The Ministry of Oceans and Fisheries, Jeollanam-do, and Goheung-gun formed a joint inspection team to intensively examine the actual working environment and the safety management status of accommodations.
During the subsequent meeting, officials from the Ministry of Oceans and Fisheries, Jeollanam-do, the county, and the National Federation of Fisheries Cooperatives gathered to share the status of measures taken regarding suspected human rights violations against foreign seasonal workers in the Jeollanam-do region. Attendees agreed that the preventive management system must be further strengthened to ensure similar incidents do not occur again.
Key discussion topics covered in depth included: sufficient explanation of employment contract details; clarification of wage payment standards; restrictions on working outside the designated workplace; accommodation safety management; strengthening of human rights and safety education for employers; record management of seasonal work-related activities (performance); and the establishment of a joint monitoring system involving relevant agencies.
Taking this inspection as an opportunity, Jeollanam-do decided to systematize and regularize semi-annual inspections of workplaces employing foreign seasonal workers and their accommodations. In addition, there are plans to continuously operate a constant monitoring system in close cooperation with relevant agencies, such as cities and counties, to proactively prevent human rights violations and safety accidents.
Jeon Chang-woo, Head of the Eco-friendly Fisheries Division of Jeollanam-do, emphasized, “Foreign seasonal workers are valuable partners and important personnel for the fishing industry, which is struggling with an aging workforce and labor shortages,” adding that “improving working conditions, guaranteeing human rights, and ensuring safety must be the top priority.”
He further stated, “We will continue to make every effort to boldly improve unreasonable practices in the field through continuous on-site inspections and collaboration with relevant agencies, and to create a mutually beneficial working environment where foreign seasonal workers can work safely and healthily.”
