South Jeolla Province Goes All Out to Save Petrochemical and Steel Industries on the Brink… Significantly Strengthening Tailored Support

Emergency Logistics Cost Support and an Additional 5.8 Billion Won in Project Funding to Overcome Middle East Crisis - Support Limit per Company Raised to 150 Million Won… Simultaneous Structural Improvements Including R&D Advancement

(Muan = Break News) Reporter Lee Hak-su = South Jeolla Province is significantly strengthening tailored support measures to overcome the crisis facing the region's key industries of petrochemicals and steel, which are compounded by the negative factors of the Middle East conflict, in addition to global oversupply and slowing demand.

South Jeolla Province announced that it has decided to swiftly implement the "Tailored Support Project to Overcome the Middle East Crisis" to prevent production disruptions and soaring production costs caused by the prolonged situation in the Middle East from spreading into a crisis for the entire regional economy.

First, the province provided emergency logistics cost support of up to 10 million won per company to small and medium-sized steel export companies in the Gwangyang Bay area that are experiencing management difficulties due to skyrocketing logistics costs.

In addition, 4.05 billion won in state funds has been secured for Yeosu and Gwangyang, designated as preemptive industrial crisis response regions, through the government's supplementary budget. Accordingly, the plan is to intensify support by injecting an additional budget of 5.8 billion won—including local funds—into the "Customized Support Project for Regional Industrial Crisis Response."

In particular, the maximum support amount per company has been increased by 50%, from the previous 100 million won to 150 million won. This will allow companies to select from a wide range of customized programs, such as prototype production and technology commercialization.

Specifically, the plan focuses on reducing production costs and improving process efficiency, such as modifying production equipment to diversify raw materials for petrochemical companies and upgrading logistics infrastructure for steel companies. Furthermore, it aims to alleviate the labor burden on industrial sites through training to enhance the job competencies of incumbent employees.

Mid-to-long-term technological advancement will also begin in earnest. The ‘Materials and Components Industry R&D Support Project,’ the foundation of which has been laid over the past five years, will transition into a ‘Phase 2 Project’ worth 6 billion won over five years, running from this year until 2030.

The core of this Phase 2 Project is ‘targeted selection and concentration on industries in crisis.’ The plan envisions creating a robust industrial structure that remains resilient to external variables by promoting convergence R&D linked with Digital Transformation (DX) and Artificial Intelligence Transformation (AX), and by establishing a ‘full-cycle performance management system’ that spans from R&D to demonstration, commercialization, and three-year post-management.

Recognizing the current situation as a severe industrial crisis, Jeonnam Province is accelerating consultations with the Ministry of Trade, Industry and Energy to strengthen existing support policies for ‘Regions for Preemptive Response to Industrial Crises.’

Key points of discussion include long-awaited projects for local companies, such as temporary support for industrial electricity rates for crisis-stricken sectors and an increase in the state subsidy rate. Through this, the province plans to secure substantial benefits equivalent to those of a ‘Special Region for Industrial Crisis Response,’ and will actively consider applying for ‘Special Region’ designation after analyzing future economic indicators.

Kim Ki-hong, Director General of the Strategic Industry Bureau of Jeollanam-do, emphasized, “The petrochemical and steel industries, which are the core pillars of Jeollanam-do’s economy, are standing on the brink of collapse due to external variables,” adding, “We will mobilize all available administrative and financial resources to actively support local companies in wisely overcoming this crisis.”
