South Jeolla Province Sets Out to Eliminate Welfare Blind Spots by Strengthening Linkages Between Senior Jobs and Integrated Care

Joint Public-Private Workshop Held in Yeosu… Sharing Best Practices and Promoting Expansion in 2027

(Muan = Break News) Reporter Lee Hak-su = South Jeolla Province is accelerating the spread of a new welfare model that combines senior employment with community-based integrated care services in response to a super-aged society.

South Jeolla Province announced that it held the "Joint Public-Private Workshop for the Revitalization of Senior Job Programs in 2026" in Yeosu for two days until the 13th. Approximately 200 stakeholders, including the Gwangju-Jeonnam Regional Headquarters of the Korea Senior Human Resources Development Institute, senior clubs from 14 cities and counties within the province, and public officials from 22 cities and counties, attended the event to discuss solutions.

This workshop was organized in line with the Ministry of Health and Welfare's policy to "strengthen the linkages between senior employment and integrated care." Previously, in April, the Ministry of Health and Welfare designated the integrated care sector as a "priority designated job" under the senior employment program, deciding to provide concentrated support in terms of manpower and budget.

At the workshop, senior clubs from Wando, Boseong, and Yeongam presented actual integrated care linkage cases currently in operation, receiving a positive response. Following this, senior clubs from Naju, Muan, Yeosu, and Jangseong shared excellent operational achievements tailored to local characteristics and explored the feasibility of applying them in the field.

Participants focused their discussions on identifying new jobs suited to local conditions and establishing cooperative systems among implementing agencies. Based on the ideas and best practices derived from this workshop, the province plans to significantly expand the integrated care linkage program starting in 2027.

Jeonnam Province is investing a record-breaking budget of 308.4 billion won into the senior employment program this year. This scale provides opportunities for social participation to approximately 73,000 seniors, an increase of about 6,000 compared to the previous year. In addition, the province is ensuring the substantial operation of the Senior Job Community Project by providing a total of 200 million won in initial investment to five counties within the province to lay the foundation for the initiative.

Jeong Gwang-seon, Director General of the Health and Welfare Bureau of Jeollanam-do, emphasized, “I hope this workshop serves as an opportunity to expand integrated care linkage cases throughout the province and enhance the project’s implementation capabilities.” He added, “Above all, we will strengthen safety education for participating seniors and do our utmost to manage their health in preparation for risk factors such as summer heatwaves.”

Jeollanam-do plans to move beyond simple environmental improvements and create a virtuous cycle structure that boosts the self-esteem of seniors and fills gaps in welfare services by allowing them to participate as active agents of community care.
