South Jeolla Province Vice Governor for Economic Affairs Kang Wi-won Steps Down… Led ‘10 Trillion Won State Budget, Future High-tech Industries, and City-Province Integration’

Driving Economic Leap Forward Through Field-Oriented Communication… Stepping Down After Term Concludes on the 30th; Laid Foundation for High-tech AI, Data Centers, and Energy Special Zones; Contributed to Establishing Innovative Public Forums for Provincial Residents, such as ‘Baran’

(Muan = Break News) Reporter Lee Hak-su = Kang Wi-won, Vice Governor for Economic Affairs of South Jeolla Province, who has led the province’s future growth industries and laid the groundwork for the administrative integration of Gwangju and South Jeolla, will step down on the 30th after completing his one-year term.

South Jeolla Province announced that during his tenure, Vice Governor Kang Wi-won firmly established the ‘era of a 10 trillion won state budget,’ expanded the landscape of next-generation high-tech industries such as artificial intelligence (AI), data centers, semiconductors, and renewable energy, and successfully supported major provincial issues including the administrative integration of South Jeolla and Gwangju. Vice Governor Kang, who took office last June, operated under the motto of "hands-on field administration." He frequently visited the central government, the National Assembly, and the Presidential Office, wearing out the thresholds to take the lead in persuading them of the necessity of improving Jeonnam's poor infrastructure and securing state funding.

In particular, during his tenure, Jeonnam laid the groundwork for the full-scale implementation of the Ministry of Science and ICT's "National AI Computing Center" construction project. He also achieved tangible results, such as cooperating on the construction of the "SK-OpenAI Data Center" in collaboration with global big tech companies and attracting the "Artificial Sun Research Facility," which will serve as a source for superconductivity and next-generation energy. Even right up until his retirement, he personally participated in the front lines of attracting semiconductor companies—a key element of balanced national development—making a final push to expand Jeonnam's high-tech industrial base.

He also devoted his efforts to fundamentally improving the regional economy for a sustainable future. At the same time, he strongly advocated for the enactment of a special government act to overcome the crisis facing the petrochemical and steel industries centered in Yeosu and Gwangyang, which had been hit hard by the global economic downturn. He also laid the foundation for a Jeonnam-style energy transition by leading the creation of a 7.3GW offshore wind power integrated complex and the designation of a distributed energy special zone encompassing the entire Jeonnam region.

Furthermore, he achieved tangible results in job creation through corporate attraction. He is credited with revitalizing the regional economy and significantly improving employment conditions by attracting investments from key companies in the manufacturing, logistics, and energy sectors, including LS Cable & System, Sungkyung Corp., Haejin Fisheries, Costco Korea, and Yeosu Green Energy.

One of the most notable aspects of Vice Governor Kang's activities is his successful soft landing of the administrative integration of Jeonnam and Gwangju, a task of the times. As co-chair of the Jeonnam-Gwangju Integration Promotion Team, he oversaw the drafting of provisions for the special integration act and preparations for the launch, leaving long-standing regional conflicts behind and drawing up a roadmap for mutual prosperity. In this process, Vice Governor Kang avoided unilateral, administration-led integration and introduced an innovative governance model where residents are the owners. By planning and operating the "20 Trillion Won Citizen Community Forum," where citizens directly proposed and designed ways to utilize the government's administrative integration support funds, he elicited the voluntary participation of as many as 10,000 residents. Through this, vivid policy opinions directly related to the lives of residents—such as those concerning future industries, health and welfare, and social infrastructure (SOC)—were gathered.

In particular, he successfully held "Baran," an offline public forum for policy discussion that broke down protocol and formalities to allow residents to take the microphone and debate directly, five times. This is considered an innovative example that went beyond mere public opinion gathering to expand the foundation for true local autonomy and collaborative governance, placing residents at the center of policy formation.

Vice Governor Kang Wi-won, a native of Myoryang-myeon, Yeonggwang, Jeollanam-do, recognized the importance of social reform and local autonomy early on while serving as the Student Council President of Chonnam National University and Chairman of the Federation of Korean University Student Councils. Subsequently, he poured his accumulated field expertise and macroscopic governance perspective into the administration of Jeollanam-do, utilizing his experience as the representative of the welfare community Yeomindongrak, Director of the Gwangsan-gu Senior Welfare Center Deobureorak, and President of the Gyeonggi Agro-Fisheries & Food Trade Corporation. Within the public service, he earned deep trust as a "communicative leader" who set aside authority to communicate informally with staff, and as a "field expert" who translates the voices of the field into policy.

Ahead of his retirement, Vice Governor Kang shared his reflections, stating, "It was a great source of pride and an honor to have accompanied the journey of establishing a solid framework for Jeollanam-do's advanced future industries and energy transition as the Vice Governor for Economic Affairs." He continued by expressing his sentiments, saying, “I bow my head in deep gratitude to the 2 million provincial residents and my fellow public officials who have steadfastly paved the way for a new era of local governance together. Moving forward, I will always support the ‘Jeonnam-Gwangju Integrated Special City,’ which embodies the aspirations of the residents, to leap forward and prosper as a world-class metropolitan government that transcends Korea.”
