South Jeolla Province to Begin Payment of '2nd Round of High Oil Price Damage Relief Funds' on the 18th... Up to 250,000 Won
Targeting residents in the bottom 70% income bracket... Differential preferential payments for areas with population decline and special support - Building on the momentum of the nation's highest 1st round payment rate (93.6%)... All-out effort for rapid execution, including 'on-site application services' - Options include credit/debit cards and local gift certificates... 'Weekday system' implemented during the first week, must be used by the end of August
(Muan/Suncheon = Break News) Reporter Lee Hak-su = South Jeolla Province has entered into an all-out response system to restore the livelihood economy by commencing the payment of the '2nd Round of High Oil Price Damage Relief Funds' to residents in the bottom 70% income bracket starting on the 18th.
For the first round of payments, which began on April 27, South Jeolla Province completed thorough preliminary preparations, including establishing an organic cooperative system with cities and counties and activating a dedicated task force. In particular, by promptly responding to difficulties through a "door-to-door application" service for vulnerable groups with limited mobility and the operation of a flexible weekday system by city and county, the province achieved the top ranking nationwide with a final payment rate of 93.6% for the first round.
Jeonnam Province plans to actively utilize this know-how for the upcoming second round of payments. While minimizing inconvenience for residents by maintaining the flexible weekday system and door-to-door application service, the province will also conduct field-oriented consumption promotion campaigns, such as at traditional markets, to ensure the support funds are immediately channeled into local spending.
A key feature of this second round of support is that payments will be distributed differentially based on local conditions. General areas (non-capital regions) will receive 150,000 won per person, while among areas with declining populations, preferential support areas will receive 200,000 won, and special support areas will receive 250,000 won. Eligibility is determined based on households registered under the Resident Registration Act as of March 30, 2026, selecting the bottom 70% of income earners based on the total household co-payments for health insurance premiums levied last March. However, high-net-worth individuals, for whom it is difficult to accurately determine income solely through health insurance premiums, will be excluded from eligibility by applying separate criteria.
Applications can be made both online and offline. Online applications can be conveniently submitted through various credit card companies, internet banks, and local gift certificate apps. For offline applications, applicants can visit a bank branch linked to their card or the local Eup, Myeon, or Dong Community Center in their area of residence.
Applicants can choose their preferred payment method from among credit cards, debit cards, prepaid cards, and local gift certificates. To prevent congestion, a weekday system based on the last digit of the birth year will be applied to both online and offline applications during the first week of distribution (May 18–22). First week of the 2nd payment: May 18 (Mon) (last digit 1, 6) / May 19 (Tue) (2, 7) / May 20 (Wed) (3, 8) / May 21 (Thu) (4, 9) / May 22 (Fri) (5, 0)
As the high oil price relief fund aims to support local small business owners and revitalize the local economy, it can only be used within the city or county where the recipient resides. Usage is restricted at certain facilities, including large supermarkets, department stores, online shopping malls, entertainment and gambling establishments, and businesses with high liquidity.
A point to note is the usage deadline. All funds disbursed during the 1st and 2nd periods must be used by midnight on August 31. Any remaining balance not used by the deadline will expire in full, so residents are urged to spend the funds promptly.
Seo Eun-su, Director of the Job Creation and Investment Attraction Bureau of Jeollanam-do, stated, “Thanks to the active administrative support and thorough preparation of the 22 cities and counties, we were able to record the highest payment rate in the nation during the first round of payments.” He added, “For this second round of support funds as well, the province and cities and counties will cooperate closely to do their utmost in on-site response so that it can provide practical help to the lives of residents and revitalize the stagnant local economy.”
