Jeonnam Gwangju Special City Holds First Meeting of Public Institution Heads… “Accelerating Citizen-Centered Public Institution Integration”

Functional reorganization of 41 local public institutions begins; 5 major principles established including ‘employment succession and guaranteed autonomy’… Mayor Min Hyeong-bae: “Focus on Service Efficiency”

(Break News Jeonnam Gwangju) Reporter Lee Hak-su = The Jeonnam Gwangju Integrated Special City held its first meeting of public institution heads since its launch and has officially commenced the integration and reorganization of public institutions to build a citizen-centered public service system.

On the morning of the 23rd, the Jeonnam Gwangju Integrated Special City held the ‘1st Meeting of Public Institution Heads’ in the main conference room of the Gwangju Government Complex, with all heads of local public institutions in attendance. This meeting was organized to share the new status and roles of public institutions in line with the launch of the integrated city and to discuss the direction of reform for the public service delivery system.

Currently, a total of 41 local public institutions are operating within the Jeonnam Gwangju Integrated Special City, including 18 in Gwangju, 21 in Jeonnam, and 2 jointly operated institutions. The Special City plans to expedite the consolidation of institutions with similar or overlapping names and functions, while redefining the roles of independent institutions to align with the Special City system.

At the meeting, five major principles were presented to ensure a smooth and fair integration process: consolidation of similar or overlapping functions, succession of employee employment, prohibition of disadvantages regarding budget or staffing levels, rapid integration based on citizen sovereignty, and autonomous, responsible integration led by the institutions. The heads of the attending public institutions also agreed on the necessity of reorganizing functions to establish a citizen-centered public service system.

The consolidation process will be driven by "Institutional Integration Task Forces (TFs)" led by each institution. These TFs, which include labor unions and experts, will discuss various aspects such as organizational structure, draft consolidation ordinances and articles of incorporation, headquarters locations, labor-management consultations, and measures to maintain citizen services. A working advisory group composed of external experts is also scheduled to provide support.

Institutions not included in the consolidation plan also intend to strengthen their public nature by revising their names and related regulations to match the status of the Special City and proceeding with executive appointment procedures without disruption. Min Hyeong-bae, Mayor of the Integrated Special City of Gwangju, Jeonnam, who presided over the meeting, emphasized, “The integration of public institutions is not simply about reducing the number of institutions, but a reorganization focused on how to provide efficient and high-quality services to citizens.” He added, “We will integrate functions while strengthening citizen services, and together secure the employment stability of employees and the expertise of the institutions to complete a public institution system befitting a special city.”
