(Break News Jeonnam-Gwangju) Reporter Lee Hak-su = The Jeonnam-Gwangju Integrated Metropolitan Council has raised the curtain on its first full-scale legislative activities following the completion of its organizational structure.

The Integrated Metropolitan Council announced that it will hold its 2nd Extraordinary Session for 10 days from July 13 to 22, beginning the review of various agenda items, including the first work reports since the launch of the Integrated Metropolitan City and bills of ordinances. This extraordinary session serves as an opportunity to review policy directions regarding the overall municipal and educational administration of the unified Special City. On the 13th, the first day of the session, the council listened to the "City Administration Speech on Municipal and Educational Administration for 2026" from the Mayor of the Special City and the Superintendent of Education.

Subsequently, starting on the 14th, each standing committee will receive reports on the major work plans for the second half of 2026 from their respective departments and bureaus, review key policies and pending issues, and conduct in-depth deliberations on agenda items such as ordinances. On the 22nd, the final day of the session, the second plenary session will be held to make final decisions on the agenda items deliberated by each standing committee and conclude the schedule.

In his opening remarks on the 13th, Chairman Song Hyung-gon expressed his determination, stating, "The 1st Jeonnam-Gwangju Unified Special City Council aims to be the best policy council in the Republic of Korea." He added, "We will meticulously examine policies and budgets and present effective alternatives to ensure that the achievements of the integration lead to changes in the lives of citizens and the local economy." In particular, Chairman Song mentioned the "Ordinance on Support for Strategic Global Semiconductor Investment," the first ordinance of the Integrated Special City Council, and the "Plan to Establish a Support System for Strategic Semiconductor Investment," his first approval as chairman, emphasizing that these represent "a strong expression of determination to foster semiconductors as a future growth axis for the Special City." He added, "The Council will actively support this through systems and budgets to ensure a virtuous cycle of corporate investment, job creation, and the expansion of living infrastructure."

He also presented a vision for agriculture and fisheries, which form the foundation of the region. Chairman Song stated, "Agriculture and fisheries are the lifelines of the Integrated Special City," adding, "The Council will respond more proactively to the realities facing rural communities, such as population decline, the climate crisis, and income instability, and will faithfully reflect the voices from the field in legislation and the budget to substantially improve the lives of rural residents."

A pledge for balanced development also followed. Chairman Song pledged, “I will create a council of mutual growth and balance where Jeonnam and Gwangju grow together, and I will prioritize the interests of 3.2 million citizens to ensure there is no bias toward any specific region.” He added, “I will support the success of the Unified Special City by creating an open council where 91 members and 3.2 million citizens can communicate freely.”

Finally, Chairman Song urged the members, “This extraordinary session is a meaningful one as we will hear the executive branch’s first work report since the launch of the Unified Special City.” He encouraged them, saying, “Let us all closely examine major policies and pending issues, present responsible alternatives, and further solidify the foundation of the Unified Special City.”
