Yeosu City Launches Full Investigation into Farmland Speculation... Identifying Suspected Unsuitable Farmland..Establishment of a data-based farmland management system… Expected to establish order in farmland use..

Yeosu City announced on the 21st that it will conduct a comprehensive survey of farmland within its jurisdiction over the next two years to eradicate farmland speculation.
The purpose of this comprehensive survey is to systematically identify the actual status of farmland ownership, use, and cultivation to uphold the constitutional principle of "land to the tiller" and to preemptively block farmland ownership for speculative purposes.
Accordingly, the subjects of this year's survey are 75,129 parcels of farmland within the city acquired since the enforcement of the Farmland Act.
To ensure efficient and precise verification, Yeosu City will conduct a basic survey from this month through July, followed by an in-depth survey in stages from August to December.
First, the basic survey will identify farmland suspected of being unsuitable by utilizing administrative data and aerial photographs.
Based on ownership status and area criteria, the suitability of farmland inherited by non-farmers and farmland owned by those who have left farming will be verified, and eligibility requirements for farmland ownership will also be checked. In addition, the city plans to verify self-cultivation status and unauthorized leasing activities by cross-analyzing agricultural business registration information, direct payment receipt history, and fertilizer and tax-exempt fuel purchase data.
Furthermore, the presence of installed facilities will be verified through AI analysis linked with building registers, and fallow land that has been neglected for more than three years will be identified through aerial photograph analysis.
Subsequently, during the in-depth investigations starting in August, officials and farmland surveyors will be deployed to the field to investigate actual agricultural operations and violations. In particular, farmland suspected of illegal activities will be intensively inspected, including land within land transaction permit zones, land owned by agricultural corporations or foreigners, and recently acquired land.
A Yeosu City official stated, "The comprehensive survey of farmland goes beyond simply assessing the current situation; it is the first step toward protecting valuable agricultural resources, eradicating land speculation, and establishing transparent, data-driven farmland policies," adding, "We ask for the active explanation and cooperation of farmland owners."
