The U.S. and Trump Attempt to Repeat the Devastating Defeat in Afghanistan

- Columnist Jung Gil-sun

Trump has recently been considering the option of deploying U.S. ground forces to Iran once again. In light of this, it is necessary to look back at the lessons learned in Afghanistan. On August 15, 2021, the war came to an end in a complete defeat for the United States exactly 20 years later, as the Afghan government officially declared surrender to the Taliban and agreed to hand over power to them. This was the first war since the Vietnam War in which the United States completely failed to achieve its objectives. If there was an advantage over the Vietnam War, it was that after the U.S. shifted this war to a volunteer-based system, the number of casualties was 3,800—only about one-seventeenth of the 58,000 killed in the Vietnam War. Consequently, the damage is assessed as having been less severe than the Vietnam War, as the direct negative impact on American society was relatively smaller. Of course, financially, it is the same as previous wars, as U.S. taxpayers must pay a significant amount of additional taxes for decades to come to offset such negative effects and provide veterans' welfare until all veterans have passed away.

In the U.S.-Afghanistan War, the U.S. strategic objectives included achieving military goals—such as occupying Afghanistan and eliminating resistance forces including Al-Qaeda—and political goals—such as establishing a government friendly to the United States. In the later stages of the war, economic and diplomatic objectives were added to counter China's expansion. While the United States achieved military success in the early stages of the war, it failed completely politically, economically, and diplomatically. As a result, the situation became such that even military victory was rendered futile. Unlike the Vietnam War, which began with U.S. anger and vengeance immediately following the 9/11 attacks, this war lacked the preparedness and post-war planning that had been present from the very start; instead, it began with a declaration of war against Al-Qaeda and Osama bin Laden, the central figures of terrorism. Furthermore, when the Taliban regime in Afghanistan refused to hand over Al-Qaeda and Osama bin Laden, the situation escalated into a full-scale invasion of Afghanistan.

At the time, the United States' plan for Afghanistan consisted entirely of arming militant groups, including the Northern Alliance, to fight the Taliban and instigate a civil war. However, facing an unprecedented attack and retaliatory strikes, there was simply not enough time to formulate a plan for what kind of nation to establish after overthrowing the Taliban regime within a month. Moreover, even the later Iraq War, which was waged after several years of preparation, suffered from chaos due to a mismatch between plan and reality and was evaluated as a failure regardless of victory or defeat; thus, it was impossible to plan how to rebuild Afghanistan after collapsing the Taliban regime within a preparation period of less than a month. Consequently, while the ouster of the Taliban regime in Afghanistan was successful, the situation became such that a new government had to be established in a country without a government, even with Osama bin Laden gone. Amidst this, the Bush administration made the mistake of launching the Iraq War while Afghanistan as a whole was not yet properly stabilized.

As a result, the war in Afghanistan began without any preparation; before the Taliban had been ousted and a new government had been established, the United States declared war on Iraq and attacked Saddam Hussein, failing to properly resolve Afghanistan's domestic issues. However, only after witnessing the country spiral into ruin due to corruption and internal division did the U.S. finally invest heavily in security and government reconstruction; yet, the situation had spiraled out of control and could not be resolved solely by such massive funds. Towards the end of the war, the United States aimed to establish Afghanistan as a democratic nation friendly to the U.S.; however, Afghanistan had never experienced Western European-style democracy. It was a nation and people accustomed to the dictatorships of leaders, marked by monarchy, authoritarianism, the chaos under communism and the Mujahideen regime, and the Taliban dictatorship.

Furthermore, outside of Kabul, the society was tribal-centered, making it impossible for such an Afghanistan to develop into a democratic state in a short period. This served as a reaffirmation of the truth that a democratic regime must be won by the people themselves and established according to their will, not created by foreign powers acting on their behalf. Afghanistan suffered from a long period of civil war following the Soviet-Afghan War, and since the Taliban seized power in 1996 and implemented Islamic fundamentalist policies, proper public education was not provided to any of the citizens. Furthermore, because Afghanistan’s tribal system persisted from the outskirts of Kabul, a culture of cronyism based on kinship and regional ties remained rampant, making integration with the Kabul regime extremely difficult. On top of this, languages differed by region and ethnicity, preventing the standard Pashto language from taking root throughout Afghanistan, and the lack of modern education resulted in a very high illiteracy rate. The uneducated population had no ability to control the corruption of a select few influential figures. Consequently, long-standing malpractices continued to repeat themselves.

The priority for the United States was to assist the Afghan administration in transforming it into a modern Western-style state, but this goal was not achieved because economic development proceeded sluggishly due to deeply rooted corruption. Although Afghanistan's economic power improved slightly due to the efforts of Ashraf Ghani's administration to overcome this, persistent public discontent and internal corruption persisted. Furthermore, a significant number of the Northern Alliance warlords who defeated the Taliban and formed the Afghan government were effectively another group of Islamic fundamentalists; corruption was commonplace within this group as well, and the majority were immoral individuals. Since the Mujahideen warlords who formed the Northern Alliance were not secularists from the start but Islamists who had risen up against the communist government's secularization and de-religiousization policies during the Democratic Republic of Afghanistan, they were no different from the Taliban. Even after the collapse of the Taliban regime, Islamic fundamentalism in Afghanistan did not disappear, and ultimately, citizens who opposed Islamic extremism and supported democracy were scattered as refugees to countries such as Pakistan, the United Arab Emirates, and Turkey. While citizens opposed to fundamentalism continued to flee abroad, the Taliban's membership remained unchanged and continued to be replenished; furthermore, members of terrorist groups such as IS and Al-Qaeda joined the Taliban in succession and pledged their loyalty. Moreover, the massive aid provided by the United States for Afghanistan's economic development flowed into the overseas accounts of high-ranking officials; budgets for modern education were not properly executed due to embezzlement of funds and the culture of Islamic fundamentalism; illiteracy rates remained high, and a national consciousness failed to form. Additionally, as the U.S. military committed crimes such as massacres of civilians through bombing, favorable public opinion toward the United States vanished and turned into hostility. Because the U.S. military had deployed a large number of ground troops to Iraq, it was unable to completely eradicate the Taliban due to the need for security stability, the rugged terrain of Afghanistan, and the uncooperative tribes on the outskirts of Kabul who harbored distrust toward the United States. Due to a shortage of ground troops, reinforcements could not be made until the Obama administration decided to withdraw from Iraq, at which point U.S. troops stationed in Iraq were deployed to Afghanistan, bringing about a change.

Of course, while this was achieved by U.S. troops stationed in Iraq being redeployed to Afghanistan, reversing the situation proved very difficult. A further problem was that while the Iraq War required an investment of approximately 400,000 troops, the total troop presence in Afghanistan remained at a maximum of around 120,000 even after the first reinforcement of 17,000 troops and the second reinforcement of 30,000 troops were implemented starting in 2009. Nevertheless, the troop shortage persisted. There are various reasons for the United States' failure in Afghanistan. Factors cited include a lack of understanding of local culture, the sudden nature of the attacks coupled with the government's lack of follow-up measures after the Taliban regime, the cooling of interest in Afghanistan as most attention was focused on Iraq due to the Iraq War, the failure to completely eradicate the Taliban and maintain ties with Afghan tribes outside Kabul due to a shortage of stationed troops, the failure to rebuild Afghanistan due to corruption despite the provision of vast amounts of supplies to the government forces, and the complete alienation of civilian sentiment from the United States following the bombing of civilian areas.

The United States is attempting to repeat this defeat in Afghanistan in Iran. While the U.S. deployed up to 120,000 ground troops to Afghanistan, Iran would require deploying approximately 700,000 troops. While Afghanistan has an area of 652,864 km² (43rd in the world), Iran covers 1,648,195 km² (17th). Geographically, most of its territory consists of high-altitude regions made up of massive plateaus and rugged mountain ranges, with an average elevation reaching 1,200 meters above sea level. The country takes the form of a vast basin, with massive mountain ranges surrounding a desolate central desert on all sides. If U.S. ground forces were to enter such a region, they would face a near 90% chance of annihilation. From Iran's perspective, the strategy is to allow U.S. ground forces to land, then lure them deep into their territory to inflict suffering even greater than that of Afghanistan. However, the U.S. military and the Department of Defense are not fools. They know better than anyone that such an Iranian landing and ground war would result in total destruction. While Trump is likely aware of the risks, the fact that he continues to mention deploying ground troops suggests that there is no other way to break through. From the U.S. standpoint, time is running out, and as time goes on, it is highly likely that their allies will have different ideas.
