Park Wan-soo: “Integration and Relocation of Public Institutions Must Align with Locally-Led Growth”… Urges Reconsideration of Jinhae Naval Academy Relocation
Emphasizing Regional Historical Significance and Balanced Development at Expanded Executive Meeting… Fiscal Efficiency to be Checked for Projects with Heavy Local Budget Burdens
Ordering Preemptive Response to Livelihood Issues Including Long-term Drought, Drinking Water Shortages, and Interest Rate Hikes
Gyeongnam Governor Park Wan-soo pointed out the issues of the integration and relocation of public institutions and the burden on local finances, ordering a strengthened regional response to government policies. He also instructed the preparation of preemptive measures for livelihood issues felt by residents and businesses, such as the long-term drought, drinking water shortages, and interest rate hikes.
On the 10th, Governor Park presided over an expanded executive meeting at the provincial office and reviewed regional issues currently under discussion, including the adjustment of LH functions, the integration of power generation companies and port authorities, and the integration of the Army, Navy, and Air Force academies.
In particular, regarding the discussions on the integration and relocation of the Naval Academy, he raised the need for a reconsideration, stating that regional historical significance and aspects of national balanced development must be taken into account. The argument is that local opinions must be actively conveyed to the government, given that Jinhae has long served as a key naval base and the region has suffered a significant sense of loss due to the relocation of the Army College and the Naval Operations Command.
Governor Park stated, “Policies must be pursued in a direction that harmonizes with the government’s balanced national development policies, such as regionally-led growth and the second wave of public institution relocations,” and ordered relevant departments to explain the region’s position to the government in collaboration with political circles.
He also expressed concern over the increasing financial burden on local governments resulting from the expansion of central government policy projects. Governor Park warned that if the financial burden on local governments continues to rise for projects decided by the central government, the autonomy of local governments in fiscal management could diminish. He instructed that projects with low performance or those involving duplication or waste be adjusted during the budget formulation process for next year. He also ordered a selective approach to government-sponsored projects, weighing both project effectiveness and the financial burden on local governments.
He also decided to accelerate innovation within provincial affiliated organizations. He ordered Gyeongnam Technopark, Gyeongnam Development Corporation, and the Busan-Jinhae Free Economic Zone Authority to review key pending issues and develop innovation plans aligned with the direction of the 9th popular election administration. He ordered that preparations be made to coordinate practical matters with Busan City regarding common issues, such as securing next year's national budget and metropolitan administration, so that these issues can lead to consultations between the two city and provincial governors.
Regarding the prolonged drought, he instructed that the supply of drinking water be prioritized for island areas and regions without piped water. He directed the active deployment of available resources—including wildfire fighting vehicles, firefighting equipment, and even military equipment if necessary—to prepare for the expansion of agricultural damage affecting rice, field crops, fruit trees, and livestock.
Regarding the financial burden on households and businesses resulting from interest rate hikes, he ordered an assessment of the impact, focusing on vulnerable groups and small and medium-sized enterprises, and instructed the economy, welfare, and industry departments to jointly prepare support measures at the provincial level.
Governor Park urged, “We must actively present the region’s position to government policies while continuing internal innovation within the province,” and asked for a proactive response to the difficulties faced by residents and businesses, such as drought and the burden of financial costs.
