Candidate Min Hyung-bae Initiates Public Discussion on ‘Citizen Sovereignty Government’ Policies with Civil Society in Eastern and Western Jeonnam Regions
With the ‘Jeonnam-Gwangju Integration’ just 40 days away... Policy forums to be launched in succession on the 14th and 15th in Mokpo-Muan (Western Region) and Yeosu-Suncheon (Eastern Region)... Candidate Min: “I will establish a ‘citizen-centered decision-making system’ where the administration follows the decisions made by the citizens.”
(Break News Gwangju·Jeonnam) Reporter Lee Hak-su = With the launch of the Integrated Jeonnam-Gwangju Special City just over 40 days away, the movement to publicize policies by civil society in the eastern and western regions of Jeonnam, centered around the Democratic Party of Korea’s candidate for Mayor of the Integrated Jeonnam-Gwangju Special City Min Hyung-bae, is gaining momentum.
As policy platforms led by local civil society are being launched one after another, the blueprint for the ‘Citizen Sovereignty Government,’ which Candidate Min has put forward as a core value, appears to be taking shape on the ground.
The Western region of Jeonnam kicked off the initiative. Civil society organizations in the western region, including Mokpo and Muan, held a town hall meeting and the founding ceremony of the "Western Region Livelihood Forum for the Era of Integration" (hereinafter referred to as the Seomin Forum) at the Baengnyeon Cultural Center in Muan-gun on the afternoon of the 14th.
At the town hall meeting, long-standing tasks and key pending issues for the western region were brought to the forefront, including the location of the main government building for the integrated special city, attracting a medical college and expanding public healthcare, relocating the military airport and revitalizing it, and attracting businesses and revitalizing industry.
Jang Seok-woong, former Superintendent of Education for South Jeolla Province; Yoon So-ha, former National Assembly member; and Yoo In-sook, Chairperson of the Daebul Industrial Complex Management Association, serve as co-representatives of the Seomin Forum, while Na Gwang-guk, a member of the South Jeolla Provincial Assembly, oversees practical operations as the Executive Chairman.
Candidate Min Hyung-bae, who attended the event, emphasized, "This forum is the starting point for preparing a citizen-sovereignty-based integrated special city where citizens directly propose regional agendas and participate in the policy-making process." He added, "I will change the decision-making method, which has previously been centered on the mayor and public officials, to a citizen-centered system where the administration follows the decisions made by the sovereign." In particular, Candidate Min pledged, “Regarding sensitive pending issues such as the relocation of the state government building and the airport, the mayor will not unilaterally decide; instead, if citizens gather their opinions with representativeness and deliberation, the administration will faithfully implement them.”
Subsequently, on the afternoon of the 15th, the ‘Yeosu Forum for the Era of Integration’ (hereinafter the Yeosu Forum), centered around organizations in the eastern region including Yeosu and Suncheon, held its founding ceremony in the main conference room of the Jeollanam-do Office of Education International Education Center in Yeosu and began its activities in earnest.
Immediately after the founding ceremony, the Yeosu Forum invited Candidate Min to hold a discussion on current issues and delivered a proposal for policies tailored to the eastern region to the candidate’s camp, covering topics such as the major transformation of the Yeosu National Industrial Complex and the relocation of public institutions.
At this event, Candidate Min reiterated his vision for realizing his number one campaign pledge, a ‘Government of Citizen Sovereignty.’ Candidate Min stated, “The Integrated Special City is a process of advancing toward an era of self-governance, not governance,” adding, “The era where the administration creates policies and citizens offer opinions is over. Now, the structure must shift to one where citizens propose concrete implementation plans and public officials support deliberation and execution.”
On this day, Candidate Min and Lee Sang-hoon, co-representative of the Yeosu Forum, solidified their solidarity by signing a policy agreement aimed at realizing an Integrated Special City based on citizen sovereignty and resolving pending issues in the eastern region.
Based on the results of this town hall meeting and discussion, the two major forums in the eastern and western regions plan to continue holding follow-up meetings by sector. In particular, they agreed to maintain a constant consultation channel with the campaign committee to ensure that local issues are practically reflected in the ‘100-Day Emergency Implementation Plan for Integration,’ which will be activated immediately upon Candidate Min’s election.
Previously, Candidate Min had announced that the ‘100-Day Emergency Implementation Plan for Integration,’ centered on emergency economic response, the establishment of a citizen-sovereignty government, and the mediation of regional conflicts, would be the first agenda item to be approved upon taking office as the Mayor of the Integrated Special City. Candidate Min Hyung-bae’s ‘Jeonnam-Gwangju Great Transformation’ campaign committee emphasized the significance of the event, stating, “The founding of the forum and the town hall meetings held over the two days represent the first instance where Candidate Min’s philosophy of ‘citizens set the agenda, and the administration provides the answer’ has been realized through actual policy deliberation in the local field.”
Meanwhile, prior to the policy debate held on the same day, Candidate Min devoted his full efforts to solidifying grassroots support by greeting commuters at Ssangbong Intersection in Yeosu for an hour starting at 7:30 a.m.
