Min Hyung-bae, Mayor of the Integrated Jeonnam-Gwangju Special City, Approves ‘100-Day Plan for Public Livelihood and Integration’ as His First Official Action… “Enhancing Sense of Integration Efficacy”
Full-scale launch of 8 major tasks across 3 sectors to realize the vision of ‘Overwhelming Growth! A Special City Where We Live Together’ - Includes unprecedented 15–17% discounts on local currency, establishment of new intercity bus routes, and construction of a smart emergency medical platform - Luncheon with the leadership of the Yeosu, Suncheon, and Gwangyang Chambers of Commerce on his first day in office… Beginning his efforts to communicate with the field
(Break News Jeonnam Gwangju) Reporter Lee Hak-su = Min Hyung-bae, Mayor of the Integrated Jeonnam-Gwangju Special City, has embarked on his first official steps to realize the vision of ‘Overwhelming Growth! A Special City Where We Live Together.’
On the 1st, at the Eastern Government Complex, Mayor Min decisively approved the ‘100-Day Implementation Plan for Public Livelihood Support and Integration’ as his first policy initiative. He also shared lunch with local business leaders to listen to firsthand voices from the field. The ‘100-Day Implementation Plan for Livelihood Support and Integration,’ signed by Mayor Min, is a leading policy designed to produce tangible results within the first 100 days of the launch. This plan is structured around eight key tasks across three major areas: integrated livelihood support tangible to citizens, the overhaul of institutional and administrative systems, and securing the implementation capability for growth and balanced integration.
Key tasks include additional special discounts on the Jeonnam-Gwangju regional currency, the establishment and operation of new intercity bus routes connecting living areas, the ‘One Life Network’ initiative (ZERO delays in emergency patient transport), the refinement of the legal framework for the enactment and amendment of ordinances, the establishment of a new symbolic system, the reorganization and operation of public institutions, the establishment of the Jeonnam-Gwangju Energy Corporation, and the installation and operation of the Balanced Development Fund.
The Integrated Special City will first concentrate its administrative efforts on ‘integrated livelihood support tangible to citizens’ so that they can personally experience the effects of administrative integration. To revitalize the recently stagnant local economy, a "Jeonnam-Gwangju Regional Currency Additional Special Discount" worth 200 billion won will be implemented for the entire month of September. The plan is to stimulate consumption throughout the integrated special city by significantly increasing the discount rate by 5 percentage points, from the existing 10–12% to 15–17%.
Measures to resolve chronic traffic congestion and gaps in emergency medical services are also being accelerated. Five intercity bus routes will be newly established or extended to organically connect major hubs in Jeonnam and Gwangju, with pilot operations set to begin within 100 days. Furthermore, the plan is to establish a "Smart Emergency Medical Platform (One Life Network)" that links 11 regional hub emergency rooms into a single platform, thereby realizing the nation's first regionally complete emergency medical system and fundamentally preventing delays in the transport of emergency patients.
The "reorganization of institutional and administrative systems" is also being expedited to ensure the stable settlement of the integrated special city. To prevent administrative confusion, 926 existing ordinances from both cities and provinces deemed urgent will be prioritized for revision within 100 days, while the remaining ordinances will be revised in stages within six months. A new symbolic system (CI, Citizen Charter, etc.) will be established within 100 days through citizen participation, and the scope of functional adjustments and integration will be promptly determined following organizational diagnoses of 41 existing public institutions.
Efforts to solidify the foundation for future growth engines and balanced development will also begin in earnest. The Jeonnam Development Corporation will be reorganized into the "Jeonnam-Gwangju Energy Corporation," an institution specializing in the energy industry, to lead the power supply for high-tech industries such as semiconductors. Furthermore, to address regional disparities, the establishment of a "Balanced Development Fund" worth 100 billion won annually will be pursued, and the enactment of related ordinances and the identification of the first fund project will commence. Mayor Min Hyung-bae emphasized, “The first 100 days after launch are a critical period for establishing the foundation of the unified special city and demonstrating our capability of execution both domestically and internationally.” He added, “I will do my utmost to ensure that the citizens of the special city can tangibly feel the efficacy of the integration by solidifying the groundwork for growth and balanced development while simultaneously pushing forward with speedy policies for the people’s livelihoods that are directly linked to their daily lives.”
Meanwhile, after completing his first official document approval on the day, Mayor Min held his first official luncheon with 15 executives and staff members, including the presidents of the Yeosu, Suncheon, and Gwangyang Chambers of Commerce, at the cafeteria of the Eastern Government Complex.
Attendees included Han Mun-seon, President of the Yeosu Chamber of Commerce; Kang Mun-sik, Vice President of the Suncheon Chamber of Commerce; and Woo Gwang-il, President of the Gwangyang Chamber of Commerce. They engaged in an in-depth discussion regarding key pending issues facing companies in the eastern region and measures to strengthen regional industrial competitiveness.
The Integrated Special City plans to continue holding regular communication sessions with local economic organizations to actively reflect voices from the field in city administration, and to continuously expand cooperation to create a business-friendly environment and revitalize the local economy.
