Foreigners Can Be Hired Even Without Domestic Staff… Jeonnam Province Gives Relief to Small Business Labor Shortage
Ministry of Justice Establishes ‘Special Employment Provisions for Regional Vitality Small Businesses’… Fruition of Jeonnam Province’s Persistent Proposals - Small Businesses Account for 96% of the Province… Path Opened for Micro Businesses to Hire Excellent Foreign Talent
(Muan = Break News) Reporter Lee Hak-su = Jeonnam Province announced that the Ministry of Justice recently established the ‘Special Employment Provisions for Regional Vitality Small Businesses’ within the regional specialized visa system and has begun pilot operations.
Previously, it was mandatory for small business owners to hire foreigners by employing at least one domestic staff member. However, going forward, they will be able to hire excellent foreign talent without this requirement for domestic staff.
This regulatory improvement is the result of continuous proposals made by Jeonnam Province. Following the earlier relaxation of income criteria for the Regional Specialized Visa, the significant improvement in employment requirements for small business owners is expected to broaden the scope of the visa to include local small business owners across the board.
The ‘Regional Specialized Visa’ is a system designed to encourage settlement by converting foreign nationals who have graduated from domestic universities or possess skilled technology into long-term visas when they find employment or start businesses in regions experiencing population decline. Currently, Jeonnam Province is actively operating this program with 829 Regional Specialized Skilled Workers (E-7-4R) and 386 Regional Specialized Outstanding Talents (F-2-R).
In particular, this special provision is expected to be highly utilized in the Jeonnam region, where the proportion of small business owners is overwhelmingly high. Currently, there are a total of 293,013 small businesses in Jeonnam Province, accounting for a staggering 96% of all businesses. By industry, sectors with constant labor demand, such as wholesale and retail (23.5%), accommodation and food service (13.1%), and construction (9.4%), account for a high proportion, suggesting that this will provide substantial assistance in resolving the labor shortage faced by micro-business owners.
Micro-business owners, who were previously unable to utilize the visa system due to the condition of not having domestic employees despite their desperate need for manpower, have now expanded their opportunities to legally hire outstanding foreign talent through this special provision.
Jeonnam Province is recognized as the local government that most actively utilizes the regional specialized visa system nationwide. Following its achievement of being the only province in the country to fully utilize the "Regional Specialized Skilled Workforce" quota last year, it has already recommended approximately 270 individuals for transfer this year. As of May, it has also completed recommendations for around 100 individuals for the "Regional Specialized Outstanding Talent" category. Jeonnam Province plans to use this deregulation as a stepping stone to also promote the ‘International Student-Agricultural Industrial Complex Job Matching Pilot Project,’ which directly connects outstanding international students at local universities with companies located in agricultural industrial complexes within the province, and will make all-out efforts to revitalize the local economy and respond to the crisis of population decline.
