Minister of Employment and Labor Kim Young-hoon Visits Gwangju Regional Office… “All-out Effort for Fostering Region-Specific Talent”
Visiting the Gwangju Regional Employment and Labor Office for an on-site inspection as the fourth leg of the 'Finding a Way on the Field' initiative - Emphasizing support for talent development aligned with the semiconductor transition in Gwangju and Jeonnam, as well as strengthening central-local cooperation - Meeting with Min Hyung-bae, Mayor of Jeonnam-Gwangju, to discuss a 'collaboration model for semiconductor workforce training' and 'summer safety'
(Break News Jeonnam-Gwangju) Reporter Lee Hak-soo = Entering the second year of his administration, Minister of Employment and Labor Kim Young-hoon is continuing a nationwide tour to directly listen to voices from the local field and enhance policy implementation.
On the 2nd, as the fourth leg of the 'Finding a Way on the Field: Listening to the Hearts of the Local Field' initiative, Minister Kim visited the Gwangju Regional Employment and Labor Office (hereinafter the Gwangju Office) to inspect the progress of region-specific employment and labor policies and industrial safety initiatives, and to listen to feedback from the field. This visit marks the fourth on-site inspection, following the Daegu Regional Office on June 25, the Daejeon Regional Office on June 29, and the Gyeonggi Regional Office on July 1.
Currently, the Jeonnam and Gwangju regions are facing a continuing employment shock centered on middle-aged workers due to internal and external uncertainties, such as the aftermath of the Middle East war, coupled with the prolonged structural crisis in key manufacturing sectors like petrochemicals, steel, and home appliances.
In response, the Gwangju Regional Office is operating a "Specialized Center for Middle-aged Workers" to provide intensive support for the re-employment of this demographic, offering assistance with career planning, shifting perspectives, and enhancing job-seeking capabilities. Meanwhile, in the Jeonbuk region, efforts are being made to foster customized talent based on corporate demand and facilitate timely matching through the "Future Mobility Jeonju Specialized Employment Center." This center aims to simultaneously promote the utilization of skilled middle-aged workers and the settlement of young people in the region, in line with the industrial transition to eco-friendly commercial vehicles. Minister Kim Young-hoon, who received a report on the progress of specialized projects on this day, emphasized that “employment policies must find answers on the ground,” stating, “We must continuously expand customized policies that reflect regional characteristics and demands, and further strengthen field-oriented employment services.”
In particular, Minister Kim noted that “the Gwangju and Jeonnam regions are being reborn as a core industrial base in the southwestern region through the attraction of large-scale semiconductor companies such as Samsung Electronics and SK Hynix,” and pledged that “the Ministry of Employment and Labor will concentrate all its capabilities on fostering customized talent and providing timely support in line with the region’s transition to semiconductors.” He also added that he would strengthen central-local cooperation through collaboration with local universities and specialized educational institutions to create a stable job ecosystem.
Subsequently, Minister Kim reviewed the progress of major policies in the fields of labor and industrial safety. The Gwangju Regional Office is currently focusing on eradicating wage arrears and ensuring the smooth implementation of the revised Trade Union Act in the field through measures such as strictly responding to forced investigations against employers who intentionally or maliciously fail to pay wages, holding outreach sessions to spread the message that "wage arrears equal wage theft," and conducting planned inspections to eliminate fake March 3rd schemes and comprehensive wages (unpaid labor).
In the field of industrial safety, the office achieved a 30% reduction in fatalities from "falls and impacts" compared to the same period last year through close management of small-scale vulnerable sites and collaboration with local governments. Furthermore, it is making all-out efforts to spread a safety culture by establishing accident prevention networks for high-risk operations such as livestock barns, solar power, and logging, and by broadcasting safety guidelines for heatwaves.
During a meeting with frontline staff, Minister Kim encouraged them by stating, "Policies that the public can feel the impact of start from the experiences and suggestions of field employees," and pledged to actively reflect their difficulties and opinions on institutional improvements in policy. Meanwhile, prior to visiting the Gwangju Regional Office, Minister Kim Young-hoon met with Min Hyung-bae, the newly elected Mayor of the Jeonnam-Gwangju Integrated Special City, to discuss local issues. Referring to the recently announced investment in high-tech industries in the Southwest region, Minister Kim emphasized, “While building infrastructure such as water (W), electricity (E), and land (S) is important, the key to successful industrial development is, above all, talent.” Accordingly, he proposed establishing a "central-local government collaboration model" for training personnel tailored to the semiconductor industry.
Furthermore, with the onset of summer, he urged that every effort be made to prevent heat-related illnesses among outdoor workers during heatwaves and to prevent suffocation accidents during manhole work in preparation for heavy rain. He also requested that the Jeonnam-Gwangju Integrated Special City actively participate as a leading model regarding the delegation of labor supervision authority to local governments.
The Ministry of Employment and Labor plans to continue implementing employment and labor administration centered on on-site communication by visiting the remaining regional offices in sequence.
