North Gyeongsang Province Completes Designation of ‘One City/County, One Forest Management Special Zone’ for 5 Wildfire-Damaged Cities and Counties… Accelerating Reconstruction of Regional Economy and Forestry
Yeongdeok, Cheongsong, and Yeongyang Added to Designation Following Uiseong and Andong… Establishing Nation’s First Forest Reconstruction Business Model
Beyond Logging and Afforestation to Combine Specialty Trees, Income Crops, and Tourism… All-out Efforts to Hold On-Site Briefings and Secure State Funding Starting in September
North Gyeongsang Province has finalized the designation of the ‘One City/County, One Forest Management Special Zone,’ a project it has been pursuing to systematically restore areas damaged by massive wildfires and to create an income base for foresters.
Moving beyond mere restoration efforts to cultivate forests again, a large-scale project is now officially underway to improve the fundamental structure of the regional economy and reconstruct forests into high-value-added economic resources. Gyeongsangbuk-do announced that following the designation of the area around Hwacheon-ri, Yeongdeok-eup, Yeongdeok-gun and Deokcheon-ri, Pacheon-myeon, Cheongsong-gun as a Special Forest Management Zone on July 30, it additionally designated and notified the area around Hwamae-ri, Seokbo-myeon, Yeongyang-gun as the 5th Special Zone on the 31st.
With this, the establishment of special zones reflecting regional characteristics has been completed across the entire five cities and counties affected by massive forest fires, starting with Uiseong-gun (No. 1) last March, followed by Andong-si (No. 2), Yeongdeok-gun (No. 3), Cheongsong-gun (No. 4), and Yeongyang-gun (No. 5).
The ‘Special Forest Management Zone,’ introduced by Gyeongsangbuk-do for the first time in the nation based on the Gyeongbuk-Gyeongnam-Ulsan Forest Fire Damage Support Act, is a specialized system designed to rebuild forests as the central axis of the regional economic ecosystem, moving away from existing restoration methods centered on simple logging and reforestation. Each special zone will receive concentrated multifaceted support, including the establishment of income-generating and landscape tree species, cultivation complexes for specialty trees and wild vegetables, the expansion of management infrastructure such as forest roads, and the construction of facilities for processing, distributing, and selling forest products.
Specialized plans for economic resource utilization tailored to each region have also been concretized. In the case of the Yeongdeok Special Zone, to replace the pine mushroom production base lost due to wildfires, cultivation complexes for income-generating tree species such as chestnut trees, as well as Codonopsis pilosula and bracken, will be established, and low-temperature storage and processing facilities will be expanded to enhance the added value for farm households.
The Cheongsong Special Zone plans to cultivate landscape tree species such as oak and maple trees alongside wild vegetables like wild garlic, and to promote forest tourism linked to local tourism resources by creating a forest of mountain azaleas (Rhododendron yedoense) on Mt. Juwang. Meanwhile, the Yeongyang Special Zone plans to create a large-scale themed forest centered on birch and maple trees to build a tourism landscape linked to the nearby wind power complex, and to boost landowners' income through the production of maple sap. Gyeongsangbuk-do Province plans to hold "on-site roadshow briefings for forest owners" starting this September, involving forest owners, residents, and relevant agencies from five cities and counties, to finalize detailed project plans. At the same time, the province intends to exert all-out efforts to secure state funding by targeting the Ministry of Planning and Budget, the Korea Forest Service, and the National Assembly.
Choi Soon-go, Director General of the Forest Resources Bureau of Gyeongsangbuk-do, stated, "The basic framework for the reconstruction of the affected areas has been completed through the designation of the 'One Special Zone per City/County.' We will implement projects for each special zone with substance to ensure that they lead to income generation and regional economic revitalization that forest owners and forestry workers can practically experience on the ground."
The local business community anticipates that these forest management special zones will serve as a new model for reversing the stagnant livelihoods of the wildfire-affected regions and maximizing the economic value of forest resources.
