Gyeongnam Office of Education: “Future Education Will Shrink Without Financial Safety Nets Due to Grant Reform”
Concerns Over Financial Shortage Following Abolition of Domestic Tax Linkage… Minimum Shortage of 101.4 Billion Won Projected by 2027
Gyeongnam Office of Education Demands Supplements, Including Full Guarantee of Personnel Costs and Utilization of Future Response Funds for Elementary, Middle, and High Schools
As the government has decided to reform the calculation method for local education finance grants, the Gyeongnam Office of Education has stepped forward to demand supplementary measures, expressing concerns over a reduction in education finances.
At its Monday meeting on the 24th, the Gyeongnam Office of Education discussed response strategies to the government’s reform plan for local education finance grants and decided to actively respond to the submission of opinions during the legislative notice period and the National Assembly’s deliberation process.
The core of the government's reform plan is to abolish the current method of allocating 20.79% of domestic taxes as local education finance grants and to introduce a new formula that reflects economic growth rates and changes in the school-age population. The plan also includes eliminating grants funded by the national education tax and transferring those funds to special accounts for higher education, lifelong learning, and early childhood education, as well as establishing a Future Response Fund.
The Gyeongnam Office of Education argued that if fiscal reductions and fixed expenditures occur simultaneously, available resources for schools could decrease. According to the Office's projections, revenue is expected to decline by approximately 100 billion won due to the expiration of the local education tax portion of the tobacco consumption tax in 2027, and by 16.5 billion won due to the reduction in the state's share of the cost for free high school education. Conversely, fixed expenditures—including 277.2 billion won in personnel costs and 51.4 billion won in operating expenses for affiliated institutions—are projected to increase by 328.6 billion won, leading to an analysis that a financial shortfall of at least 101.4 billion won could occur based on simple calculations. The Office of Education pointed out that the new grant calculation formula, in particular, fails to adequately reflect natural increases such as personnel costs, and that if it focuses on the decline in the school-age population, it may not properly reflect increasing educational demands, such as AI and digital education, childcare and educational welfare, and responses to regional extinction.
Accordingly, the Gyeongnam Office of Education plans to demand the maintenance of the current grant rate, a full guarantee of personnel cost increases, the introduction of a correction index reflecting future education demands, and the legalization of the Future Response Fund for elementary, middle, and high schools. It also decided to demand full state funding for newly promoted policy projects, guarantees for sunset funds, and mandatory prior consultation with provincial and city superintendents of education during institutional reforms.
The Gyeongnam Office of Education will respond in stages, from the legislative notice to deliberations by the National Assembly Standing Committees and the Special Committee on Budget and Accounts, in solidarity with the Council of Superintendents of Education of Korea. It also plans to operate a dedicated task force to analyze the impact of the reform plan on Gyeongnam education finances and the school environment.
Superintendent Kwon Soon-ki stated, “Even if the school-age population declines, financial investment to provide high-quality education and care to each and every student and to prevent regional extinction is becoming even more important,” adding, “I will actively convey my views to the government and the National Assembly to ensure a stable financial safety net for education is established.”
