[June 3 Local Elections] Min Hyung-bae Attends ‘Joint Declaration of Jeonnam-Gwangju Citizen Sovereignty City’… “Toward a Unified Special City Where Citizens Are the Owners”
Held at May 18 Democracy Square on May 21, the ‘Day of Restoration of the Provincial Government Building,’ with Candidates from Three Opposition Parties and Civil Society in Solidarity… “We Will Establish a Citizen Sovereignty Government and Evolve Democracy in the Republic of Korea”
(Break News Gwangju·Jeonnam) Reporter Lee Hak-su = Min Hyung-bae, the Democratic Party of Korea’s candidate for the Unified Special City of Jeonnam-Gwangju, attended the ‘Joint Declaration Ceremony of Jeonnam-Gwangju Citizen Sovereignty City’ held at May 18 Democracy Square and declared that he would make the Unified Special City a true city of citizen sovereignty.
Organized by the Jeonnam-Gwangju Civil Society Solidarity for Local Autonomy, Decentralization, and Administrative Integration (hereinafter the Solidarity), this event held added significance as it took place at the 5·18 Democracy Square in front of the former Jeonnam Provincial Office to commemorate ‘Gwangju Citizens’ Day’ (May 21), the day when Gwangju citizens drove out the martial law troops and reclaimed the Jeonnam Provincial Office. The event was attended by a large number of people, including Candidate Min Hyung-bae, Justice Party candidate Kang Eun-mi, Progressive Party candidate Lee Jong-wook for the integrated Jeonnam-Gwangju Special City Mayoral race, and representatives from local civil society organizations.
In his opening remarks, Candidate Min Hyung-bae emphasized, “In May 1980, what citizens reclaimed was human dignity, democracy, and the right for citizens to be the masters of their own lives,” adding, “Today is not just the day of recovering the Provincial Office, but the day of recovering citizen sovereignty.”
**Civil Society Solidarity** Candidate Min continued by emphasizing, “When state power attempted to reign over the citizens, the citizens of Gwangju declared, ‘This city belongs to the citizens,’ and ‘The citizens are the masters of this country.’ That declaration was stronger than guns and swords, and ultimately changed the history of the Republic of Korea.”
Referring specifically to the past period of political upheaval, he stated, “It was the power of the citizens that prevented the ‘Yoon Seok-yeol rebellion’ last winter and rebuilt democracy.” He added, “Now, we must move beyond the stage of defending democracy to innovate and expand it anew; that will constitute the complete liquidation of the rebellion.”
On this day, the three candidates—Min Hyung-bae, Kang Eun-mi, and Lee Jong-wook—along with representatives of the Social Solidarity Network, issued a joint declaration diagnosing that it is difficult to resolve complex crises, such as regional decline and the climate crisis, solely through the existing centralized administration. They agreed that for successful administrative integration, citizens must participate as substantive sovereigns in the entire process, from policy proposals and debates to decision-making, implementation, and oversight.
In their declaration, they stated, “The Integrated Special City of Jeonnam and Gwangju must be a new challenge that advances democracy in the Republic of Korea to the next level,” and declared, “We will establish a government of true citizen sovereignty in Jeonnam and Gwangju.”
They continued, “We will create a city where citizens are the masters, where citizen debate, participation, and local autonomy translate into actual authority, and where the administration moves together with the citizens.” They emphasized, “Citizens always know the reality on the ground better, and it is citizens who are the first to discover the problems of life.”
Finally, they expressed their aspirations, stating, “We believe that the power of Jeonnam and Gwangju will change the entire Republic of Korea,” and “We will once again show global citizens that democracy is strongest when it is built by citizens.”
Meanwhile, 11 civil society organizations representing the region, including the Council of Gwangju Civic Groups, the Jeonnam Civic Group Alliance, and the Gwangju-Jeonnam Women’s Organizations United, participated in this joint declaration to lend their support.
