Changwon Special City Undergoes Major Transformation into ‘Clean Energy Capital’… Accelerating Development of Solar Power, SMR, and Hydrogen in Industrial Complexes
Securing 20 Billion Won in State Funding to Establish ‘Energy Self-Sufficient Industrial Complexes’ in Masan Free Trade Zone and Bongam Industrial Complex
Changwon Special City is accelerating its transition into a ‘Clean Energy Capital’ that encompasses renewable energy and next-generation clean energy to secure global export competitiveness for its key manufacturing industries, including machinery, defense, and nuclear power.
Changwon City announced on the 20th that it will transform existing industrial complexes from energy consumption spaces into self-reliant hubs that directly produce and utilize energy, in response to strengthening international carbon regulations such as global RE100 demands and the Carbon Border Adjustment Mechanism (CBAM).
First, the city will implement the ‘Industrial Complex Energy Self-Sufficient Infrastructure Construction and Operation Project’ from 2026 to 2029, having secured 20 billion won in state funding after being selected for a public competition by the Ministry of Trade, Industry and Energy. The target sites are the Masan Free Trade Zone and Bongam Industrial Complex.
The city plans to construct solar power generation facilities of over 10 MW within industrial complexes and manage power generation and consumption in real time by applying smart technologies such as the Integrated Energy Management System (EMS), Virtual Power Plant (VPP), and Demand Response (DR). It will provide energy diagnostics and carbon reduction consulting to tenant companies and implement a "Sunshine Income" model that reinvests power generation profits into corporate cost reductions and employee welfare.
Institutional regulations that have hindered the expansion of solar power will also be significantly improved. The basic management plan for the Sugok and Changgok General Industrial Complexes, where power generation was previously restricted, has been amended to allow rooftop power generation projects for factories. Additionally, plans for the Angol and Jukgok 2 General Industrial Complexes and the Marine New City Urban Advanced Industrial Complex are currently being revised to enable the installation of solar facilities from the initial development stage. The city is also promoting the dissemination of agricultural solar power in rural areas.
To ensure the rapid implementation of these projects, a "Solar Power Control Tower" composed of nine members from seven departments, led by the Strategic Coordination Office TF, has been in operation since the 12th to handle licensing and inter-departmental coordination in a one-stop manner. In addition, the city is accelerating the development of the Small Modular Reactor (SMR) and hydrogen industries by leveraging the infrastructure where over 150 nuclear-related companies, including Doosan Enerbility, are concentrated.
A full-cycle support system will be established by linking the Gyeongnam Nuclear Industry Comprehensive Support Center with the SMR Robot-based Manufacturing Support Center and the SMR Manufacturing Component Testing and Inspection Support Center. Furthermore, in line with the implementation of the Special Act on SMRs this coming September, the city will pursue the designation of an R&D Special Zone and the creation of a Second National Industrial Complex cluster. The plan is to develop Jinhae New Port into a hub port for hydrogen storage and supply to complete the future energy belt, including offshore wind power.
Kang Ki-yoon, Mayor of Changwon Special Status, stated, "Investment in future energy is a key task for Changwon's next 50 years," adding, "We will realize Changwon as a clean energy capital where the fruits of our labor return to the citizens by providing companies with solid export competitiveness and creating high-quality jobs for the youth."
