Jecheon City Launches Full-Scale Survey of 56,000 Farmland Parcels to Eradicate Speculation

Jecheon City has launched a full-scale survey of farmland to prevent speculative ownership by non-farmers and to accurately assess the status of long-term idle land. The survey, which began on the 18th, covers 56,501 parcels of farmland totaling 9,064 hectares within the Jecheon region acquired since the enforcement of the Farmland Act in 1996. The city plans to rectify the order of the Farmland Act by thoroughly examining actual land use and the status of illegal ownership.

To ensure an efficient investigation, the city plans to proceed in stages, divided into a basic survey and an in-depth survey, until the end of the year. In the first stage, the basic survey continuing until this coming July, the city will mobilize all available administrative data, aerial photographs, drones, and other equipment to initially identify land ownership relationships, actual cultivation status, and overall land use. During the second phase of the in-depth investigation, which will take place from August to December, investigators will visit sites in person to verify whether actual agricultural operations are being conducted and will intensively inspect for any unauthorized fallow land or illegal land conversion.

If violations are detected during the investigation, such as failure to fulfill the obligation of self-cultivation or using farmland for other purposes without permission, strict penalties will be imposed. The city plans to take strong administrative measures in accordance with relevant laws, including imposing obligations to dispose of farmland, issuing disposal orders, issuing restoration orders, and levying enforcement fines. An official from Jecheon City stated that based on this comprehensive survey, they will thoroughly manage the situation to ensure that a rational environment for farmland ownership and use, consistent with the intent of the Farmland Act, is established.
